Senate Standing Committee on Interior has called upon the government to ensure section 182 and 211 regarding registration of false FIRs are amended, declaring it the registration of FIR a cognisable offence with at least three years sentence. Senator Talha Mehmood, Chairman of the Committee said that the committee would draft recommendations, which will be sent to the Ministry of Interior for amendments if need be.
The committee also recommended stern action against the police officers responsible for registration of false FIR. The committee during its deliberations on registration of false FIRs was of the view that the false FIRs are being registered to blackmail people and police is encouraging this practice to mint money.
The committee appreciated the performance of Islamabad police but stated that there was room for improvement in the performance of the capital police. It called upon the federal government to ensure that capital police be given more manpower as major portion of the capital police is on security duty of VVIPs, VIPs and diplomats. Mehmood was of the view that out of over 10,000 personnel of Islamabad police just 2975, about 29 percent of total strength are in operation division for protection of 1.8 million people, while remaining 71 percent force is on VVIP duty. "If we want control crime we have to devise a policy and recruit more people in capital police", he said.
Earlier during his briefing to Committee Inspector General of Police (IGP) Islamabad, Bani Amin Khan requested the committee to raise the matter in Parliament to ensure amendment in section 182 and 211 to make it a cognisable offence with at least 3 years sentence. "Amendment is imperative to discourage registration of fake FIRs," Bani Amin Khan said while briefing the Senate Standing Committee on Interior on prevailing law and order situation in the federal capital.
Under Police Act there is punishment for registration of fake FIR, but it is not too little, he said, adding that a person by registering fake FIR damages prestige of a civil citizen. He said that during last four years from 2008, Islamabad police have registered 22,296 FIRs of different crimes out of which 712 were fake and 281 persons were convicted for registering fake FIRs after thorough investigation.
Giving break-up, the IGP said that Islamabad police registered 5724 FIRs during 2008, of which 214 were false and 95 persons were punished. In 2009, capital police registered 5639 FIRs out of which 210 were false and 36 persons were convicted in different cases. In 2010 police registered 6693 FIRs out of which 190 proved false and 113 persons were convicted. In seven months of the current year 4240 FIRs were registered by Islamabad police out of which 98 were false and 37 persons were punished.
