Devolved ministries in provinces: PCP to prepare five-year plan on general reforms
Health Advisor for Planning Commission of Pakistan Dr Talib Lashari said that the Commission would prepare five years plan on general reforms pertaining to devolved ministries in the provinces. Talib Lashari while talking to Business Recorder said that in this regard, a meeting was held on July 28 in which health secretaries of the provincial governments and planning commission team participated.
He said that the meeting discussed matters relating to reforms and exchanged views to make them viable. He said that the provinces would themselves chalk out policy and prepare general reforms package but the planning of these reforms would be done at federal level. He said that three major reforms would be made:
i) Exercise to Availability of Health ii) Equality and Fair Healthcare Financing and iii) Governance reforms in health sector (setting quality standard; essential services package; aid effectiveness, service structure; capacity; access to affordable medicine) and Accountability. Talib Lashari said that the provinces and their agencies would prepare reforms as per their choice. He said that federal government would fund as many as nine projects of devolved Health Ministry to the provinces. He said that federal government would only provide funds to the provinces for these on-going projects but provincial governments will monitor, run and take responsibility of the projects.
