In the backdrop of tracing of an e-mail sent from Kishtwar about the Delhi High Court blast, Indian police have directed the Internet cafe owners to install CCTV cameras and maintain records of visitors.
Police authorities and Indian military intelligence agencies directed all their men to ensure implementation of the guidelines recently issued by the Indian Ministry of Telecom for Internet cafes in letter and sprit, Kashmir Media Service reported.
The matter was recently discussed at a high level meeting of the police and intelligence authorities after it was found that the cyber cafes in Kishtwar, from where the email about the Delhi blast is believed to have originated, was not keeping any record of its visitors. "The installation of CCTV cameras and maintaining record are mandatory under the telecom ministry's guidelines," a senior officer of Indian police said adding, "We will ensure that these guidelines are implemented in Jammu and Kashmir." The move may be strongly resented by the cafe owners. "How police is expecting us to install CCTVs, which may cost us Rs50,000 to Rs1 lakh (0.1 million)," a cafe owner said. He added the business is already showing downward trend in view of the easy access to the technology and nobody would be ready to spend such a huge amount (on the cafés).
