ISLAMABAD: The Central Development Working Party (CDWP) and Executive Committee of the National Economic Council (ECNEC) have approved 185 projects at an estimated cost of Rs 562.1 billion from April 2010 to March 2011, documents available with this correspondent reveal. Out of the 185 projects, 42 approved by ECNEC costing Rs 510.4 billion while the remaining 143 approved by CDWP at the cost of Rs 51.67 billion.
ECNEC approved four projects for food and agriculture at an estimated cost of Rs 139.37 billion while CDWP approved six projects at an estimated cost of Rs 1.94 billion. ECNEC approved 12 projects for energy sector at a cost of Rs 78.289 billion while CDWP approved five projects at an estimated cost of Rs 1.33 billion. Similarly, ECNEC approved three projects relating to water resources at a cost of Rs 19.325 billion and CDWP approved 73 projects at an estimated cost of Rs 21.74 billion.
The ECNEC also approved three projects of transport and communication sector worth Rs 74.735 billion while CDWP approved 20 projects at an estimated cost Rs 11.484 billion. The ECNEC also approved six projects worth Rs 49.356 billion relating to population and social welfare.
The ECNEC approved three projects for higher education at an estimated cost of Rs 17.83 billion while CDWP approved five worth Rs 3.48 billion. ECNEC approved one project at an estimated cost of Rs 8.812 billion for industries and commerce and CDWP approved eight projects at a cost of Rs 2.24 billion.
The ECNEC also approved two projects worth Rs 5.96 billion for Information Technology and three projects for health at an estimated cost of Rs 93.73 billion; while CDWP approved four projects of Rs 2.612 billion for health. The ECNEC approved two projects for education and CDWP approved one worth Rs 480 million. ECNEC approved two projects at an estimated cost Rs 9.921 billion for physical planning and housing while CDWP approved 10 projects worth Rs 4.67 billion.
According to documents, ECNEC considered the summary dated 15th July, 2010 submitted by Planning Commission on "Reko Diq Gold/Copper Project" and approved the project at the revised cost of Rs 8.812 billion including FEC of Rs 3.6 billion. The document reveals that ECNEC directed that if an agreement had not been signed with any firm for mining and refining etc, then the government of Balochistan may decide as to whether the project is to be executed by them and if the project is to be bifurcated involving some other companies.
The government of Balochistan was also empowered to prepare implementation mechanism of the project, to be funded by the government of Balochistan from their own ADP as confirmed by them in the meeting. "Before launching the project, the government of Balochistan will check the courts about litigation on the issue, if any," the document adds. The ECNEC also approved a summary in July, 2010 submitted by Planning Commission on "Prime Minister's Programme for Prevention and Control of Hepatitis" at a total cost of Rs 13.904 billion. The ECNEC and CDWP have approved many projects of various sectors, including small dams in Balochistan.
