Transparent procurement process: SPPRA enhancing monitoring, evaluation system
Sindh Public Procurement Regulatory Authority (SPPRA) is working on enhancing monitoring and evaluation system in order to make the procurement process more transparent. These views were expressed by Managing Director of Sindh Public Procurement Regulatory Authority, Muhammad Ishaque Lashari while speaking at a seminar on "Sindh Public Procurement Rules" organised by TI Pakistan here on Thursday.
He said that most of the complaints are about unavailability of bidding documents and for that, these documents will be soon made available on the website. He pointed out that the bid IDs will be issued to all procuring agencies which will help in containing mis-procurement. He said that proper implementation of the rules will not only benefit the province but the entire country.

Advisor, TIP, Syed Adil Gilani said that rental power plants project is the mother of corruption. He said that TIP has taken up cases of corruption in NICL and KESC despite all kinds of threats.
Director Sindh Public Procurement Regulatory Authority Abdul Wahab Soomro while elaborating procurement process under the Sindh Public Procurement Rules said that lack of knowledge regarding the rules also result in mis-procurement. Director General, Awareness and Prevention Division, NAB Islamabad, Colonel Siraj Naeed (Retd.) explained different prevention activities undertaken by National Accountability Bureau.
He said that in spite of all hurdles; NAB has extended full co-operation with TIP. Procurement Specialist, The World Bank, Uzma Sadaf said that the centralisation of regulations would help eliminate corruption in procurement. Director, Audit, Sindh, Jibran Khalil Malik said that unlike other procurement acts, complaint redressal mechanism in Sindh Public Procurement is very well elaborated. Director, SPPRA, Shakeel Ahmed Mangnejo said that the services of an advisor can be of great help in maintaining transparency in procurement.
