The tension between Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) over certain issues has been reduced during the meeting of Chairmen of both tax-collection-bodies held at SRB head office here on Thursday.
Reliable sources told Business Recorder that the Chairman Federal Board of Revenue (FBR) Salman Siddique has assured the Chairman Sindh Revenue Board (SRB) Nazar Hussein Mehar that FBR would fully cooperate with SRB in order to resolve all the issues including Federal Excise Duty (FED) on Services, creating tension between both tax-collection-bodies.
FED on services is the bone of contention between the FBR and SRB, Federal tax collection body had to issue withdrawal notification from FED on services on 1st July 2011, as per 18th constitutional amendment and NFC award but FBR has not issued this despite passage of more than three and half month, sources said.
Both the chiefs of tax-collection-bodies were agreed that taxpayers should not face any difficulty in the matter of payment of taxes and filing of returns, sources said. They have decided that there will be close liaison, co-operation and co-ordination to ensure that sales tax on services would be effectively implemented in an integrated and well co-ordinated manner both in terms of goods as well as services mutually honouring legal and constitutional position, sources said.
Legal and technical issues were discussed during the meeting, while the matters related to withdrawal of Federal Excise Duty (FED) on services, input adjustment and data sharing were also came in discussion between both chairmen of FBR and SRB, sources informed.
A committee was also constituted during the meeting, comprised on six members, including Chief Commissioner FBR, GM of PRAL, Mumtaz Ahmed (Member L&C), SRB, Mushtaque Ahmed Kazmi (Chief Consultant) SRB and Imtiaz Ahmed Barakzai, Member (Operations) SRB, sources said.
The committee would sit very soon to resolve all the issues creating tension between the FBR and SRB, sources added. Earlier, Chairman FBR Salman Siddique along with a few officers visited the SRB head office and met with the team of Sindh Revenue Board.
The officials of SRB have briefed the FBR's Chairman about the progress of SRB in the matter of levy and collection of sales tax on services. Salman Siddique has appreciated the efforts made by the SRB in this regard, sources said. It is pertinent to mention here that tension between the FBR and SRB was started from the day one of functioning of SRB, many meetings were held in order to resolve the issues but all were went result-less, sources concluded.
