Sindh Finance Department has released Rs 24.94 billion out of Rs 111 billion allocated for Annual Development Programme 2011-12 (ADP) to various departments for development schemes within the period of four and a half months. Well-placed sources told Business Recorder on Friday that total development outlay of Sindh province is Rs 161.1 billion including Rs 111 billion for the provincial government and Rs 20 billion for District Development Programme (DDP) of district governments.
Though, local government department has notified the abolishment of all district governments and establishments of district councils but the authorities have not decided where they would spend Rs 20 billion, sources said. There are 1737 new development schemes in ADP 2011-12 including 1244 ongoing and 493 new schemes, sources said.
Sources said that the finance department has released Rs 8.778 billion to the education department, only Rs 94 million was utilised while the budget allocation was Rs 77.330 billion. Similarly, Rs 1.008 billion was released to the health department out of total allocation of Rs 6.930 billion, while Rs 0.441 billion has been spent so far, sources said.
Sources said that for transport & communication sector, as against allocation of Rs 11 billion, Rs 5.175 billion was released. With regard to priority programme, as against allocation of Rs 7.720 billion, Rs 3.404 billion was released. In connection with special package as against allocation of Rs 10 billion, Rs 1.079 billion has been released and there is no expenditure while for special initiatives unit, as against allocation of Rs 19.300 billion, Rs 1.493 billion were released and there was yet no expenditure, they said.
Sources said that various departments have started work on major schemes of ADP 2011-12 including replacement of earth moving machinery in Sindh, provision of assistance to farmers on purchase of 10,000 wheel type tractors phase-II, rehabilitation/ renovation of existing godowns in Sindh (Hyderabad & Sukkur Regions), establishment of Bhambhor Dairy Village & Processing Zone for meat animals, with public-private participation (District Thatta), strengthening and improvement of Fish and Shrimp Hatcheries in Sindh, supply of water pipeline from Keenjhar lake to SITE Nooriabad, combined effluent treatment plant, SITE area Kotri, Sindh water sector improvement Project Phase-I (world Bank Loan), Sindh Flood Emergency Reconstruction Project for bund & canals, planning, designing & construction of Islamkot Airstrip, provision of Sui-Gas to towns & villages in Sindh, Village Electrification Programme in Sindh, construction of New Sindh Assembly Hall, Sindh Road Sector Development Project (ADB) assisted loan), reconstruction/ rehabilitation of 2010 flood affected roads, promotion of private schools in rural areas/urban schemes, promotion of private schools in rural areas/urban slums, expansion & improvement of District Headquarter Hospitals in Sindh (Badin, Khairpur Mir's, Shikarpur and Mithi), prevention & control of Hepatitis in Sindh (Chief Ministers initiatives), special economic zones in Sindh and Sindh skills development Project.
