Former Boards of Intermediate and Secondary Examination (BISEs) Punjab IT Consultant Dr Majid Naeem said that employees of the BISEs did not let the computerised system work. The judicial commission adjourned the proceedings till November 24 for further hearing.
Appearing before the judicial commission comprising Justice Shahid Saeed, Dr Majid said 'Booty Mafia' among the BISEs employees tried to give impression that the system had collapsed. He said in 2009 during examination of matriculation, BISE employees went on strike and denied to prepare results.
National Accountability Bureau (NAB) officials produced Dr Majid before the commission. Talking about his arrest by NAB, Dr Majid said in 2001 admission papers of the Punjab University were prepared for which the vice chancellor of the Punjab University himself made payment but illegally implicated him. Talking about his previous appointments at PU, GCU and UET, he said he remained at GCU but resigned in protest of illegal admissions by the then registrar. He said he was given project of 3 months at UET, which he completed. He worked at UET and PU without getting any salary.
He was hired by the Punjab Boards Chairmen Committee (PBCC) as contractor against Rs 500,000 for four months. He served for one year and four months for the BISEs but could get 220,000 only. He said the same task, PBCC has given to the Pakistan Telecommunication Limited for Rs 15 million.
He also rejected the allegations that he took commission by purchasing equipment. He had nothing to do with purchasing, as it was the BISEs responsibility to purchase the items. He said the accusers should show every single receipt of purchasing with his signature. He said even he gave recommendations for cancellation of various tenders for purchasing of unnecessary computer devices.
He said the BISEs authorities charged Rs 100 per student and collected Rs 200 million. They authorities in a bid to hide this collection by not mentioning it in their accounts, made unnecessary purchasing and wasted the money. He said consultants of all BISEs were taken on board and he had been briefing the chairmen of the BISEs and their IT consultants with the progress in the work and never bypassed them. He said all chairmen of the BISEs did not know ABC of the computers and had been briefing them by translating computer terminology in their own language.
He also denied the allegations that he designed completed answer sheets and admission papers. He reduced the admission forms from 6 pages to only one page and made the bubble filling optional which was also be filled by teachers, not only by the students. He continued an already running system, which was introduced by one Yousaf Hamdani who was terminated for not being able to handle it.
He had requested the BISEs employees in written to also prepare results manually too. He denied preparing results manually. He said he did not use software he introduced. He said different BISEs used their own softwares and could not handle the results. Lahore BISE Store Superintendent Tahir, appearing before the commission, said Dr Majid cancelled various tenders terming them useless. He said different items were purchased by Dr Majid but he had not prove of such purchasing. At this the commission ordered him to appear on Thursday with proof. He also admitted that bar code readers were purchased with lesser rates on recommendations of Dr Majid instead of those, which were finalised by BISE's authorities on high rates. Malik Nisar, representative of Multan BISE employees union, said corruption of millions was committed through this system. He could not provide any written proof in this regard.
