Sindh Cane Commissioner has failed to get the sugar mills operational despite the passage of 28 days due to what sources said a majority of sugar mills in the province are allegedly run by certain politicians who are in power. Sources in the sugar industry told Business Recorder on Monday that Sindh Cane Commissioner is designated officer of the provincial government who is authorised to issue notices to sugar mills if cane crushing is not started as per the announced date.
The Commissioner has the powers to take actions against the sugar mills defying the provincial government's rules and regulations, sources said, adding that sugar mills are bound to start crushing from November 1, 2011, as per the announcement of Sindh government. "Unfortunately, many of mills have not so far started the crushing according to the laws," they said.
According to sources, eight sugar mills those have started cane crushing including Tharparkar Sugar Mills, Sanghar Sugar Mill, Mitaiari Sugar Mill, Faran Sugar Mill, Khairpur Sugar Mills, Kiran Sugar Mills and Ranipur Sugar Mills. Dhigree Sugar Mills, Mehran Sugar Mills, Sanghar Sugar Mills, Al-Noor Sugar Mills, Sindh Abadgar Sugar Mills, Habib Sugar Mills, Ansari Sugar Mills, New Dadu Sugar Mills, Naudero Sugar Mills, Army Welfare Sugar Mills, Sakrand Sugar Mills, Shahmurad Sugar Mills, Dewan Sugar Mills, Sehri Sugar Mills, Al-Asif Sugar Mills, Tando Muhammad Khan Sugar Mills, Al-Abbas Sugar Mills, Mirpurkhas Sugar Mills, Al-Abbas Sugar Mills, Larr Sugar Mills, Ghotki Sugar Mills, Pangrio Sugar Mills, Mirza Sugar Mills, Bawany Sugar Mills, Najma Sugar Mills, and Dewan Sugar Mills, Badin
Source said that almost all sugar mills of Sindh are owned by the political tycoons and from them, many are enjoying the powers in this PPP-led federal and provincial governments that's why Cane Commissioner is seemed unable to implement government rules in the sugar mills. They said that there are lots of examples in the past that if any Cane Commissioner had run the system strictly as per government rules, he had been transferred or removed from the service.
The officer, who has been posted on the post of Cane Commissioner, is seemed to be "dummy officer' and growers particularly from the field of cane crops have trust deficit on Cane Commissioner. Sindh Abadgar Board's representative Abdul Majid Nizamani said while talking to Business Recorder that "we know about the powers and functions of Cane Commissioner but the person who is sitting on this post is unable to take any action against the managements of sugar mills who are not following the government rules. He said that due to pressure of inflectional persons Cane Commissioner finding hurdles in the implementations of rules and regulation with letter and in spirit.
