The Chief Justice of Peshawar High Court (PHC) Justice Dost Muhammad Khan paid a visit to District Haripur on Tuesday where he administered oath to newly elected cabinet of District Bar Association Haripur.
On the occasion, Judges Peshawar High Court, Abbotabad Bench, Justice Yahya Afridi, Justice Khalid Mehmood and Hon'ble Judge Peshawar High Court Justice Azmatullah Malik as well as Commissioner and DIG Hazara and Abdul Latif, Member Judicial commission, Malik Manzoor, President High Court Bar Association Abbottabad, Tahir Faraz Abbasi, President District Bar Association Abbottabad and Lawyers from District Bar Associations Abbottabad, Mansehra and Tehsil Bar Association Ghazi were also present.
Shaiber Khan, District & Sessions Judge Haripur and newly elected President; District Bar Association Haripur, Javed Khan Tanoli Advocate welcomed Justice Dost Muhammad Khan in their respective speeches. They also lauded him for his dynamic approach and visionary verdicts. The Chief Justice Peshawar High Court, while condemning killings of lawyers in recent incident in Karachi, emphasised that the directions, orders and judgements issued by Supreme Court of Pakistan are equally binding upon all the segments of society including the government.
He saluted black coat and tie while recalling the movement of lawyers for restoration of judiciary during the regime of a military dictator. He remarked that this was the unprecedented movement of lawyers, which ousted military dictator and paved the way for restoration of democratic rule and judiciary.
During his address the Chief Justice announced that with the help of USAID and UNDP a digital library is being established, which will provide access to the latest judgements etc of the superior courts. He viewed that petty offences, at times, trigger heinous crimes and greater tragedies. He vowed that there is a proposal of establishment of mobile courts. Such courts will be presided over by a Judge, whose universal cell number shall be available and accessible round the clock.
The coach of Mobile court shall have complete staff and two lawyers who will be the friends of courts and shall not represent any of the party. On receipt of complaint, on the universal number, the Judge of Mobile Court shall drive to the site where the court shall undertake its proceedings and the conflict shall be resolved when and there.
He emphasised that mobile courts will help reduce burden over regular courts. He announced number of incentives including establishment of Provincial Judicial Academy where training shall be imparted not only to the functionaries of judiciary but also to the lawyers adding that at the said academy in service training shall also be provided. He apprised the audience that under the ADP seven big projects are being launched, one of which is Judicial Complex, Haripur where the lawyer's community shall be provided due share including female lawyers block. He promised that till 2015, there would be a Judicial Complex in each District of Khyber Pakhtunkhwa, inclusive of residences of Judicial Officers.
