Provincial legislator Nusrat Sehar Abbasi on Tuesday raised voice against the rising cases of minors' killing and dumping in the city, urging immediate measures to stop the evil act. She was speaking on a point of order at the Sindh Assembly session, held on Tuesday with Speaker Nisar Khohro in Chair. Nusrat Sehar of PML-F, expressed concerns over the increasing incidents of "rape and murder" of minors in the metropolis.
She urged the government to speed up its efforts to uproot the criminal act from society. Speaking in the PA, Sindh Home Minister Manzoor Wasan said his department would launch a clampdown against the criminals to restore the city's previous peaceful atmosphere.
He warned that stern action would be taken against the police officials if they were found guilty of negligence from their duties. He further said that nobody would be allowed to politically interfere in the police matters. He said there were also reports about dumping of new-born babies by their parents, besides the incidents pointed out by Nusrat Sehar.
Upon this, the female legislators belonging to almost all parties including the PPP, stood up and protested the minister's remarks about dumping of babies by parents. Wasan, however backtracked from his earlier statement and clarified that he wanted to say that children were also being abducted, raped and killed as bodies recovered from the garbage suggested. He said that his department was also aware of the abduction of Hindu girls and their marriage in the court. However, he said that the police could not do anything if the case was decided by the court.
Wasan said that his department was also investigating the murder of five members of a family in Karachi. Citing the intelligence reports, Wasan disclosed that some elements were drawing Karachi towards unrest. About the unrest in Mirpurkhas district of the province, he said that the police had been asked to act promptly against the perpetrators. He urged the media to support the government efforts for maintaining peace in the province. Pakistan Muslim League-Likeminded (PML-L) MPA Abdul Razzaq Rahimoon raised concerns over the extensive walking chalking in the city for creation of a Muhajir province. He said it should be noticed and termed it a "conspiracy".
Later, the house referred a private bill to the concerned standing committee. The bill was presented by MQM's legislators Syed Khalid Ahmed, Nishat Muhammad Zia Qadri, Rehan Zafar and Syed Manzar Imam. PML-F MPA Syeda Marvi Rashdi withdrew her resolution on inclusion of a column for adoptive parents in the identity documents of a child. She withdrew the resolution after a lengthy debate as other legislators viewed it as being sensitive having complications.
The house unanimously approved a resolution, moved by PPP's Aisha Khoso, demanding disallowing vegetable cultivation through irrigation of toxic or contaminated water. Two resolutions were referred by the house to the concerned standing committee. The first resolution was about restoration of medical facilities for the Sindh secretariat employees and redressal of the grievances of the low-paid employees.
Supporting the resolution, MQM's Syed Sardar Ahmed said it needed consideration for being sensitive. He urged the house to submit a proposal to the government for approval of healthcare insurance for its employees and citizens. He suggested that a social security programme should be initiated for the poor. He said that the previous government had launched insurance facility for the secretariat employees, which was ended by the incumbent government.
Sindh Finance Minister Syed Murad Ali Shah said he had ended the facility after the cases of corruption. He said that it was discriminatory to provide such assistance only to 4,000 secretariat employees and ignore the employees of the Sindh government. However, he said that after ending the healthcare assistance, the government doubled the medical allowance to its employees.
However, the speaker asked the mover to refer the resolution under section 134, sub clause (1) to the assembly's standing committee for health and finance. The second resolution, which was moved by Haji Munawar Ali Abbasi, was about regularisation of contract employees particularly the employees of NPIW, Social Male Mobilisers of Population Welfare Department and lecturers in Education Department. The resolution moved by MQM's Syed Khalid Ahmed seeking withdrawal of the recent hike in medicine prices could not be taken up for a debate for want of time. The speaker adjourned the house till Thursday morning at 10 am.
