The government would be required to ensure national coverage of basic cash transfer for all eligible beneficiaries and strengthen transparency and accountability of Benazir Income Support Programme (BISP) under additional financing for the Social Safety Net project worth 150 million dollars by the World Bank (WB).
According to the agreement available on the WB website, the financing of cash transfers to eligible beneficiary families will be based on the achievement of Disbursement Linked Indicators (DLIs) to ensure national coverage of BISP for all eligible beneficiaries.
The indicators include the following: (i) BISP covers at least 3.5 million families eligible under the Poverty Scorecard (PSC); (ii) BISP covers at least 4.3 million families eligible under the PSC; (iii) BISP covers at least five million families eligible under the PSC; (iv) BISP covers at least 5.5 million families eligible under the PSC. The development linked indicators are subject to the disbursement condition.
The financing of co-responsibility cash transfers to eligible beneficiary families will be based on the achievement of DLIs related to the testing and expansion of co-responsibilities related to primary education for eligible families and at least 50 percent of Co-responsibility Cash Transfer (CCT) eligible beneficiaries in four districts are enrolled in Waseela-e-Taleem.
The government would have to ensure at least 500,000 of existing BISP beneficiaries are enrolled and paid in accordance with their co-responsibility, one million of existing BISP beneficiaries have to be enrolled and paid in accordance with their co-responsibility, at least 1.5 million children of existing BISP beneficiary families are attending school, are monitored, and the respective families are paid in accordance with their co-responsibility. At least three million children of existing BISP beneficiary families are attending school, are monitored, and paid in accordance with their co-responsibility.
The DLIs related to the strengthening of overall BISP social service delivery are: (i) a technology based grievance system for CCTs is functional and applied in at least four districts; (ii) BISP CCT beneficiary social mobilisation plan tested and national roll out plan agreed on; (iii) at any point after July 1, 2013, 50 percent of BISP beneficiaries understand the basic programme design (CT + CCT); (iv) at any point after July 1, 2013, 70 percent of grievances and appeals attended and resolved through technology based systems.
To strengthen transparency and accountability of the safety net system, the following DLIs will be supported: (i) BISP has publicized the Poverty Score Card (PSC) data sharing protocol and shared with at least two entities accordingly; (ii) 40 percent of payments to BISP beneficiaries are made through technology based mechanisms; and (iii) 70 percent of payments to BISP beneficiaries are made through technology based mechanisms. Under the project, Additional Financing for the Social Safety Net, the WB has to provide 150 million dollars to Pakistan while the estimated financing from the Department for International Development, UK (IBRD) is estimated at 105 million dollars.
