A World Bank mission will visit the Federal Board of Revenue from April 6-18, 2012 to review the Tax Administration Reforms Program (TARP) implementation progress up to December 31, 2011. Sources told Business Recorder here on Thursday that the WB funded TARP, launched in 2005 was concluded on December 31, 2012.
In terms of the World Bank's Project Related Procedures, Implementation Completion and Results Report (ICR) is required to be prepared by the Bank. In order to complete this process, Bank's three members ICR Mission is scheduled to visit FBR (HQ) and other selected sites during April 6-18, 2012. One of the objectives of the proposed mission is to review TARP implementation progress until December 31, 2011 (including status of actual disbursements and those projected by April 30, 2012) and assess its achievements against individual components, Project Development Objectives (PDO) and Key Performance Indicators (KPIs).
According to the detailed schedule of engagements of the mission, the WB team will meet project director TARP and FBR Member Strategic Planning and Statistics on April 6. The mission will also view Video Conferencing System & Access Control System Deployment at FBR House. The mission will also convene meeting with Secretary, Revenue Division/ Chairman FBR.
On April 9, the mission will convene meetings with FBR Member Enforcement, Member FATE, Member Admin and Director General Human Resource Management (HRM). The mission will also visit the Transit Accommodation, Rawalpindi and Data Center at FBR House, Islamabad. Chief Executive Pakistan Revenue Automation Limited (PRAL) and his team will brief the mission on the SAN devices, Servers, Data Centers, Software General Licenses etc.
On April 10, the mission will have meting with FBR Member, Inland Revenue, Member Taxpayers' Audit and FBR Member Legal. Among others, the mission will also meet Abdullah Yusuf, former Chairman, FBR and PD, TRAP & team on the issue of PCs/laptops, TFC vans, projected disbursements, etc. On April 11, the mission will visit Tax Facilitation Center (TFC) Jhelum and also meet President and members of Lahore Chamber of Commerce at Lahore.
On April 12, the mission will meet Chief Commissioner Multan and visit Regional Tax Office (RTO) Multan. On April 13, the mission will meet Chief Commissioner LTU Lahore, Chief Commissioner RTO and visit Model Customs Collectorate Lahore and travel to Wagha Border. The mission will visit of Passenger & Trade Facilitation Center at Wagha Customs Station. On April 14, the mission will meet Chief Commissioner Sialkot and also visit the RTO.
On April 16, mission will convene meeting with Chief Commissioner Abbottabad and visit the Regional Tax Office (RTO). On April 17, the mission will have wrap-up meeting with Secretary Finance and Economic Affairs Division. On April 18, the mission will also convene any required/re-adjusted meeting at Islamabad, sources added.
