Proceedings of second day of the International Judicial conference 2012 has ended with the recommendations of seven different working groups for making the judicial system dynamic and need-oriented.
The Chief Justice of Pakistan Iftikhar Muhammad Chaudhry has also participated in all working groups. Judges of Supreme Court, Chief Justices, Judges of Federal Shariat Court and High Courts, foreign delegates, Supreme Court Bar Association, Pakistan Bar Council, Bar Councils and Bar Associations from all over the Pakistan are participating in the event.
It is worth mentioning that recently appointed Attorney General for Pakistan (AGP) Irfan Qadir, Law Secretary Yasmeen Abbasi and Law Minister Farooq H Naek did not attend the International Judicial Conference 2012. According to the details, group 1 discussed the role of judiciary in promotion of a culture of tolerance. Justice Mian Saqib Nisar, Judge Supreme Court, chaired the group. Dr Arparslan ALTAN, Vice President Turkish Constitutional Court and Yaseen Azad, President, Supreme Court Bar Association were amongst the panelists.
Group II discussed the utmost important issue of terrorism and money laundering to determine emerging money laundering and terrorists financing trends within the jurisdictions of existing legislations to make them more effective. Justice Abdul Salam Azimi, Chief Justice, Afghanistan and Judge, Turkish Constitutional Court were amongst the Panelists.
Group III deliberated upon the role of judiciary in good governance. The participants were of the view that the assurances of fundamental human rights were the basic ingredients of good governance and the judiciary was the ultimate protector of such assurances. Justice Z M Yacoob, Deputy Chief Justice, South Africa also spoke on the issue.
Group IV discussed alternative dispute mechanisms to explore the opportunities to promote and encourage use of ADR and highlighted its importance in decreasing the workload on courts and to provide speedy justice. Judge Delissa A Ridgway of United States Court of international Trade and Ms Hannah Tuempel, Manager of International Centre for ADR, Paris also spoke in this group.
Group V, under the chairmanship Justice Jawwad S Khawaja, Judge Supreme Court of Pakistan discussed judicial education to improve the standards of pre-service and in-service judicial education. Professors of law from United Kingdom and other countries including the Pakistani academia discussed this topic. Group VI was chaired by Justice Tassaduq Hussain Jillani, Judge Supreme Court of Pakistan and the group discussed the global issue of parental child abduction and transnational jurisdiction. Delegates from UK, Saudi Arabia and Pakistan were amongst the speakers.
Group VII discussed 'environmental law and public interest litigation' to enhance and review the scope of public interest litigation to check the environmental violations. Justice Altamas Kabir, Senior Puisne Judge, Supreme Court of India addressed the issue.
Group VIII deliberated on 'gender bias and issues of judicial empathy to adopt effective mechanism for women empowerment. Foreign and local participants took part in this issue. The conference 2012 will end on Sunday (today).
