KARACHI: Planning Commission (PC) has recommended that the urban development financing should be through local funding on various financing modes including public private partnership or public community partnership instead of overburdening provincial and local governments through more loans.
Planning Commission gave this recommendation in the concept paper of Solid Waste Emergency Efficiency Programme for the year 2020-24 for Karachi last month.
The project was approved by Central Development Working Party (CDWP), however technical appraisal of the concerned department of Planning Commission attached with the concept paper suggested that Sindh govt may certify project's qualification / eligibility for foreign assistance / loan.
Further, foreign loan received and under process for Karachi vis-a-vis rest of Sindh province may also be elaborated to ensure investment for balanced regional development.
Considering the monsoon 2019 situation in Karachi, Sindh government requested the World Bank to assist in improving integrated solid waste management (ISWM) in Karachi for the year 2020.
Accordingly, World bank in consultation with local government, KMC and Solid Waste Management Board devised a comprehensive solid waste emergency efficiency programme for the year 2020-24 costing $100 million for integrated solid waste management.
The main objective is to move towards integrated solid waste management & improving the efficiency of local government.
