The Acting Governor Sindh Nisar Ahmed Khuhro has said that Parliament has given birth to this constitution and it was empowered to do amendments in the law. This he said while talking to media men at the residence of Aijaz Molaay, in Model Town Qasimabad Hyderabad where he came to offer condolence on sad demise of his brother and renowned journalist Late Irshad Gulabani here on Tuesday.
Responding a question, Khuhro said that in his opinion to comment on any decision of court does not come into the ambit of contempt of court, because when court itself gives the right to appeal to the affected party in higher court, then how comment against any decision comes into ambit of contempt of court. He said that we have passed the bill in the Parliament instead of imposing Ordinance as did by previous regimes and Parliament has right to reject or pass any bill.
He said that previous government passed many Ordinances but finally they brought the same in Parliament to give legitimacy to these ordinances and many of them were rejected and many were passed by the Parliament which were accepted all institutions. When asked about the fate of local bodies' elections, the Acting Governor said that after the declaration of verified voters' lists, local bodies' elections would be possible. He said that we don't want to conduct local bodies' elections on one list of voters and general elections on other list. To another supplementary question, Khuhro said that though at present we have local bodies system of 1979 and we have also experienced local bodies system of 2001, but we feel that both systems have defects. We want to introduce flawless system of local bodies, acceptable to every stakeholder and added that negotiations in this regard are going on with coalition partners and we are very near to consensus. He said now Chief Election Commissioner of Pakistan is being appointed permanently and expressed his optimism that new electoral list to be issued very soon.
To another question about the situation of Sindh University, the Acting Governor said that Vice-Chancellor Nazir Mughal was on leave and he was not removed from service as such he came in office after availing leave granted to him. He said that the demands of protesting teachers were accepted by authority and they were assured that no one would be removed from his/her service but after such assurance the protest against Vice-Chancellor is unjustified. He said that this protest has given loss to the studies of students, wastage of time and money of parents due to ego of protestors.
While paying rich tribute to late Irshad Gulabani, the Acting Governor said that he was man of principles and committed with his nation.
