LAHORE: After getting successful results from a pilot project initiated in Rawalpindi, the Punjab police have decided to set up "Police Welfare Centres" across the province on the pattern of "Police Facilitation Desks" with an aim to provide relief to the police personnel regarding their departmental issues in a stipulated timeframe.

Presided over by Punjab Inspector General of Police (IGP) Shoaib Dastgir, the decision was taken during a meeting held to review the performance of the Rawalpindi Police Welfare Centre and the way forward for setting up these centres in all other districts here on Thursday.

After setting up of these centres, the modern integrated system in the police welfare centres would further promote paperless working in the police department as the system would address all the issues related to admin, welfare, leave, GP fund, financial assistance, medical docket, punishment, appeal, pay allowance, retirement and pension besides several others, an official informed the meeting.

He said that resolving of a complaint within stipulated timeframe given under the system will be the direct responsibility of the police chief of the concerned area. "From now on, the police officials would not have to write an application and all these services will be done automatically (online) with the automatic system. In this way, the employees will also get rid of unnecessary rounds of offices and going through the clerk mafia tricks," he added.

With this state-of-the-art system, the official asserted that the problems of employees are being solved in a faster and more transparent manner as a deadline of two, five, seven and 14 days has been set for each task and initially, Rawalpindi police officials are benefiting from the system.

He said the concerned competent officers have also been nominated in the police welfare centers with a stipulated deadline for redressal of each case so that every task can be completed without any delay.

"This system is secured with SSL certificates and is not exposed to any online software of the Punjab police as it has a separate-secure platform. Only police employees data in excel sheets is uploaded in the software," he mentioned while highlighting the security features of the system. As per the SOPs given to the system, the applications related to long leave, medical leave, ex-Pakistan leave, study leave, maternity leave and paternity leave will be decided by the CPO or the concerned DPO within three days. The cases of advance GP Fund, Final payment cases will be forwarded to the district accounts officer (DAOs) which will be decided within 10 days, followed by GP Fund missing statement cases within two days, loan cases from District Welfare Fund within seven days, salary loan cases within three days, financial assistance cases for medical treatment within three days and cases for obtaining grant from CPO for injured employees will be resolved within 10 days while medical docket will be provided immediately.

In welfare cases related to the IG office, the cases of financial assistance will be resolved within three days, dowry charges within five days, funeral charges within three days, maintenance allowance within five days, group insurance within three days, creation of OSD post within five days, appointment case of the heir of martyred within three days while scholarship case will be sent to the IGP office as per the schedule.

Similarly, the salary and arrears will be sent to DAO in five days, salary miscellaneous issues within three days, LPC issue/submission cases within three days and pay slip will be available immediately from the police welfare centre. All cases related to retirement and pension will be referred to the DAO within a period of three to seven days.
