This is apropos a Business Recorder op-ed "Refund quagmire" carried by the newspaper yesterday. Tahir Jahangir, the writer, deserves a lot of praise for offering a highly informed 'entrepreneurial' perspective on the subject. Moreover, he has invited the government's attention to what he has painstakingly highlighted but with a warning that we must not shoot ourselves in the foot. In other words, he has underscored the need for grabbing the opportunity with both hands in order to bring about a significant improvement in country's exports through increased LSM output in particular. His is, no doubt, a strong case, which needs government's attention immediately. It is quite understandable that no exporter can execute his plans in the absence of a clear picture of refunds. The proposal made by Jahangir in this regard deserves consideration. I fully endorse his conclusion: "If we really want our exports to grow, we have to allow exporters to prosper as well. Pragmatic solutions have to be found to streamline export procedures and allow the exporter to concentrate on his business rather than run helter skelter to get his refunds, or get gas or electricity. If we just allow our entrepreneurs to get along with their work, and not hobble them with hurdles, they can show far better results. After all they do this when they go abroad and prosper."
