The Islamabad High Court (IHC) on Wednesday directed the Federation, Secretary Finance to appoint a permanent President of Zarai Taraqiati Bank Limited (ZTBL) within a period of one month.
Single Judge bench of IHC, comprising Justice Shaukat Aziz Siddiqui issued the direction on a plea seeking contempt proceedings against acting President ZTBL, Roohi Raees Khan for violating the court orders, filed by Senior Vice President of ZTBL, Sohail Mansoor Agha.
The court also ordered for initiating formal contempt proceedings against Roohi Raees Khan for violating the court orders passed on May 11, 2012 restraining the ZTBL acting president from making appointments on senior slots of the bank and taking major policy decisions till further orders.
The court also observed that due to non appointment of permanent president of the bank its functioning was being affected.
During course of hearing, Barrister Afzal Hussain, the counsel for petitioner Sohail Mansoor Agha, a ZTBL SVP, contended before the court that despite of restraining orders from taking any major decision in the matters of bank, the acting president advertised the post and conducted interview for appointing the people on major slots of the bank.
He prayed the court to initiate contempt proceedings against acting president of the bank for disobeying the court orders.
Barrister Afzal argued that after taking charge as acting president on October 26, 2011, Khan made a number of appointments on senior posts to accommodate her own loyalists.
He maintained that the ZTBL presidency was vacated on October 25, 2011 after former president Zaka Ashraf resigned, and that Roohi Raees Khan was appointed as acting president. Further hearing was adjourned till July 26.
