Despite the passage of a month, the summary for extension in job contract of more than 100 officers/employees of Monitoring and Evaluation Cell (MEC) is pending in Chief Minister House. Monitoring and Evaluation Cell (MEC) is a subsidiary wing of Planning and Development (P&D) department. Its officers/employees except a few are working on contract basis.
The M&EC was established in 1985, with a staff member of 29, including eight officers. At that time, the total development outlay of the department was Rs 1.533 billion, which increased to Rs 111 billion in 2011-12. The cell co-ordinates federal PSDP schemes being executed by the Sindh government with a total estimated cost of Rs 138.085 billion having an allocation of Rs 10,582.15 million during 2011-12.
In June 2012, the three-year contract of the over 100 employees was completed and the P&D department moved a summary to Chief Minister Syed Qaim Ali Shah for the extension in job contract of the existing employees/officers, sources said. This summary was moved to the chief minister on the basis the PC-I of MEC which was approved by the authorities for the next three years (July 2012-June 2015). The revised PC-I for 'Strengthening of Monitoring and Evaluation Cell' has the cost of Rs 639.332 million, sources said.
Sources said that a large number of officers/employees working in MEC are getting hefty project allowances while their salaries are also lucrative but they would get salaries and project allowances of July illegally until the summary to extend their job would not be approved.
According to official document available with Business Recorder, the officers/employees working in Karachi's office includes Sector Monitoring/Evaluation Officer, Director (MIS), Assistant Director (Network), Assistant Director (Programming)), Procurement Specialist, Procurement Officer, KPO, Data Processing Supervisor, Accounts Assistant and Photo Machine Operator.
Besides, the officers/employees of MEC Hyderabad office are Regional Monitoring & Evaluation Officer, Monitoring & Evaluation Officer, Programmer and Office Assistant. Similarly, officers and employees working in Sukkur office are Director General, Director, Director Admin & Accounts, two Deputy Directors, System Analyst, Assistant Director, Private Secretary to DG MEC, Superintendent, Stenographer, Steno typist and accounts Assistant.
Moreover, there are three Assistants working in MEC, two Junior Clerks, Accounts Clerk, three drivers, Dispatch Rider and two Naib Qasids are also working in MEC. It may be noted here that re-appointment of a retired officer Sabhago Khan Jatoi as the head of MEC is clear violation of Supreme Court's verdict.
