LAHORE: The Chairman Engineers Study Forum (ESF) Engr Mian Fazal Ahmad has said that the construction of the highly feasible Kalabagh Dam is the effective solution of the rapidly rising water shortage in the country.
While chairing a special meeting of the Engineers Study Forum, held here on Sunday he expressed grave concerns about rising water shortage in canals & rivers downstream due to the absence of water reservoirs like the Kalabagh Dam.
He said that no major reservoir was built in the last forty years while Pakistan’s prevailing irrigation water shortage is surging close to 45 per cent. As a result, Punjab is given 65,000-cusec water against its current share of 113,000 cusecs. Likewise, Sindh is provided 66,000 cusecs against its share of 116,000 cusecs. Exempted from the application of water shortages, Balochistan and Khyber Pakhtunkhwa are, however, supplied their full share of 13,000 cusecs and 3,000 cusecs, respectively.
Various water experts said the major challenge had emerged in Jhelum and Chenab rivers where river flows were 45 per cent lower than this year’s estimate. The Jhelum river flows at Mangla were 27,000 cusecs against last year’s flows of 55,000 cusecs, while the flows in Chenab were at 24,000 cusecs, against last year’s 38,000 cusecs.
With the 6 MAF storage potential of the KBD project each year, Pakistan’s agriculture would have got 9.6 million tons of additional wheat worth Rs. 230 billion at the current price per year. The KBD would have generated 3600 Megawatts of cheaper electricity; thus, would have provided electricity worth Rs.200 billion annually at the current price and would have also lowered inflation and national debt, the meeting observed.
It is estimated that, at least, one billion rupees gross losses per day are being inflicted on the national economy in the absence of the Kalabagh Dam, apart from other adverse effects in the shape of rising unemployment, inflation, and low economic growth, huge external debts and economic slavery.
It is high time that the highly feasible water storage & hydel power generation project of Kalabagh Dam must be built. Any consensus about this project could be reached through legislation whereby the project could be controlled by provinces. This would strengthen the national economy to a great extent, the meeting noted.
