ISLAMABAD: The Public Accounts Committee (PAC) on Wednesday sought power purchase agreements with Independent Power Producers (IPPs) signed by previous governments. Noor Alam Khan chaired the meeting of the committee which examined the Audit Report of the Cabinet Division for the year, 2019-20.

The chairman committee said the tariff on electricity came down when demand increased but in Pakistan, the position was the opposite. He asked how they would run the industry without the supply of electricity.

Chairman and Members committee complained about the load-shedding and the inflated electricity bills. National Electric Power Regulatory Authority (Nepra) Chairman Tauseef H Farooqi said he also received an electricity bill of Rs68,000, whereas, his monthly salary was Rs700,000.

He said the Nepra allowed a power losses benchmark of 13 percent against 17 percent reported losses last year. “The line losses have come down to 11 percent,” he added. Responding to a question, he said the line losses of Kesco reached 65 percent. He further explained that the CPPA had the mandate to determine capacity payment charges with IPPs. He further said the Nepra had allowed a tariff of Rs12.5 per unit on net metering.

The Ogra chairman said his net salary was Rs1.1 million. I had been receiving a salary in Euro before joining the chairman Ogra. He further said 832 CNG stations had been closed due to the unavailability of gas.

High Time ! High Noon ! A list of all IPPs paid in USD tarriffs : - with the USD debt that they took & the opportunity loss to the GOP,for paying them USD tariffs when the cost structure & Balance sheet of IPP is in PKR or only partly in USD - WHERE EVEN THE PROMOTERS CONTRIBUTION IS FROM PAKISTAN IN PKR -,WHERE THE ROE IS MORE THAN 1000 BPs ABOVE US- 3 YEAR H SECS A list of all IPPs paid CAPA CHARGES,VALUE OF CHARGE,BASE LOAD OR PEAK LOAD POWER, Y CAPA CHARGE WAS PAID (WHOSE FAULT),FUEL SOURCE A IPP LOAN IS OF SAY 7 YEARS & THE DEPRECIABLE LIFE OF THE IPP AT 7% DEPRECIATION ON SLM IS SAY 15 YEARS - SO ,AT LEAST,THE GOP SHOULD BE IN A POSITION TO SAY THAT,IRRESPECTIVE OF BOO,BOOT,BOLT, 1 GIGA WATT OF IPP CAPACITY WILL BE ACQUIRED BY GOP FOR RUPEES 1 THAT WILL MAKE THE CAPA CHARGES VIABLE - AS BY NOT USING THE IPP - THE LIFE OF THE IPP HAS EXTENDED.dindooohindoo PAYING 100 CRORES CAPA CHARGES IN 2015 & GETTING A IPP FOR RS 1 IN 2O22 -IS A WIN FOR GOP

EVERY BOO,BOLT,BOOT etc PPA & IPP contract has a term for compulsory acquisition If Capa charges have been paid,& the IPP has a WDV of 10% of Cost, in the Books ,& all Tax write offs & holidays are over - then the GOP can acquire the IPP at WDV PLUS say 5% & say BAE BAE Thereafter, the RFO IPP can be wired to PSO & A JV PARTNER VIA USD DISINVESTMENT The Coal IPP can be disinvested TO RAISE USD The Gas IPP can also disinvested to RAISE USD The DIsinvestment proceeds WILL RECOUP ALL THE CAPA CHARGES & OFFSET THE CAPA CHARGES THIS TIME - NO CAPA CHARGES FOR BASE LOAD POWER & ALL PEAK LOAD POWER WITH PSO FOR RFO - SO NO CAPA CHARGES SO ONLY GAS WILL GET CAPA CHARGES - & ONLY FOR PEAK LOAD POWER THE CONSTITUTION OF PAKISTAN HAS ENSHRINED THE RIGHT TO LIFE.LIBERTY & DIGNITY FOR ITS SENTIENTS.SENTIENCE & CONSCIENCE REQUIRES EDUCATION,FOOD & HEALTH - WHICH NEEDS POWER CAPA CHARGES VIOLATE THAT FUNDAMENTAL RIGHTS - AND SHOULD BE REVOKED ! dindooohindoo
