Cash flows, power generation: Khaqan-led body to help resolve KE disputes

ISLAMABAD: Prime Minister Shehbaz Sharif has constituted a task force headed by former prime minister Shahid Khaqan Abbasi to resolve issues/disputes related to K-Electric for improving the power utility’s cash flows and streaming generation of electricity from its power plants, official sources told Business Recorder.

The composition of the task force is as follows: (i) Shahid Khaqan Abbasi (Chairman); (ii) Dr. Miftah Ismail, Federal Minister for Finance and Revenue (Member); (iii) Khurram Dastgir Khan, Minister for Power (Member); (iv) Faisal Sabzwari, Minister for Maritime Affairs (Member); (v) Dr. Musadik Masood Malik, Minister of State for Petroleum and Natural Resources (Member); (vi) Secretary Finance (Member); (vii) Secretary Power Division, (Member)/ Secretary); (viii) Secretary Petroleum (Member); (ix) Chief Secretary, Sindh (Member) and (x) Additional Secretary (Corporate Finance), Ministry of Finance.

The Terms of Reference (ToRs) of the task force shall be as follows; (i) early resolution of dispute between K-Electric and Federal/ Provincial organizations, thereby improving its cash flows and facilitating generation of electricity through its own power plants; (ii) The task force shall requisition any information/report from government organizations including Pakistan State Oil (PSO), National Transmission & Dispatch Company (NTDC, Central Power Purchasing Agency (CPPA-G), Sui Southern Gas Company (SSGC), City District Government Karachi (CDGK), Karachi Water & Sewerage Board (KWSB) & K-Electric that it considers necessary for performance of its task; (iii) any other related issue(s) which requires consideration of the task force;(iv) the task force may co-opt any other member(s) expert(s) as per requirement; (v) the Task Force shall present its report within one week to the Prime Minister; and (vi) Power Division shall provide secretarial support to the task force.

Nepra agrees to let KE recover Rs9bn from consumers

The task force will discuss the following issues: (i) delay in determination of consumer end tariff of KE due to various reasons leading to shortfall in recovery of its revenue. This includes payment of subsidy by federal government which is pending due to delay in tariff determination by NEPRA; (ii) non-payment (by KE) dues and late payment interest to the CPPA and NTDC against supply of power from National Grid ;(iii) overdue payments including late payment interest payable by KE to (SSGC) which leads to intermittent curtailment of RLNG/gas Supply; and (iv) non-recovery of dues from KWSB & CDGK. According to sources, Finance Ministry has urged Power Division to arrange a meeting of the task force on priority basis.

Another high powered committee under the command of Former Shahid Khaqqan Abbasi along with other political bigwigs is getting ready to oblige one of the most powerful, anti-consumer, exploitative and corrupt corporations with more or public money at a time under the the rigged rules of NEPRA an ordinary consumer is paying Rs. +/- 23 per Kwh. It looks like the high priced accounts at KE work over time generating rate increase application at least one every week. NEPRA examines and approves them under terms undisclosed to the public. With all the all the rate increases KE has been getting they still manage not to pay their bills to SSGC. NEPRA only discloses what it likes but nothing of what it needs to or in language 95% of public can't understand. There isn't a single consumer representative to watch the inner working of the organization. Public has no trust in NEPRA, the current committee and KE they are just bunch of hoods out to squeeze the consumers. It is getting to the point where people's electric bills will soon be higher than rent.
