The Tipping Point is a theory, made famous by Malcolm Gladwell in his book of the same name. The idea is that there comes a point after which “an idea, trend, or social behavior crosses a threshold, tips, and spreads like wildfire”.

While he explains it in a different context, the idea can easily be implemented in the realm of economics as well. With people in Pakistan killing themselves over unprecedented electricity bills that comes at a time when unemployment is high while inflation is unparralled to any time in recent history, we seem to be nearing the proverbial Tipping Point, where things might fall into complete chaos.

Electricity prices in Pakistan have increased over 90 percent in last 4 years. My bill registered an increase of 100 percent on MoM basis. Out of the total 5 components in which an electricity bill can be divided (namely: capacity charges, energy costs, taxation, distribution costs and others) taxation makes up 32 percent of the total tariff - we, the population, are essentially covering for the mismanagement and ineptitude of the government.

A major reason of this is the rising cost of natural gas/LNG and coal that we mostly import to make electricity. The tremors after the Russia-Ukraine war had set forces in motion that would take the prices of both of these to historic highs.

Unfortunately for Pakistan, we import 25-30 pc of LNG/gas and 75 percent of coal for the purpose of electricity production. A rising dollar, rising interest rates, combined with highly inept and delayed policy making in our country has transformed into a monster with its teeth increasing by every passing day.

Income levels in the country have either stagnated and mostly decreased in the previous years. According to Steven Hanke of the Johns Hopkins University, the real rate of inflation in Pakistan is somewhere near 50 percent (double than the government quoted figures) and it also feels the right one given how drastically our purchasing power has vanished.

The vulnerabilities are accumulating such as widening of wealth gaps, rising food insecurity and a severe cost of living crisis. That is the first stage in nearing the Tipping Point. Then all is needed is a Triggering point and at this stage we do not have a shortage of that.

In my personal opinion it would be the worsening food crisis that would exacerbate our cost of living crisis morphing it into a something no one could imagine. The negative feedback loop will affect social life, individuals and companies both which will leave a dent on the overall confidence of our economy - something already happening - which can subsequently adversely effect of balance of payments and value of rupee (which seems to be in a free fall). The complex system of the global economy works in a highly strange manner. The butterfly effect is real. Polycrisis nurtures in Pakistan.

One of the key features about the complex systems (such as economy or food) is that once it is disturbed it cannot be reversed.

Ray Dalio, author of the Changing World Order, neatly describes this cycle in a different manner. Pakistan at the moment seems to be stuck at 5th point. The next one is becoming a possibility.

New economic toolkit

It is interesting to see that placards in the ensuing protests reading: “Reduce Unemployment”.

Traditional economic tools promote the exact opposite i.e. to raise the unemployment rate by increasing interest rates.

The belief that traditional economic thinking has been rendered void in the chaotic contemporary world seems to be bolstering. Pakistan is facing a stagflationary cycle and last time when it happened in 1970s it turned the conventional economic thinking on its head. For countries like Pakistan the dilemma lies in the import-led growth model.

For every dollar we export there is half a cent of imported item in it. The claim that our exports will soon hit $80 billion is only delusional.

With the current energy crisis, our manufacturing industry is almost on the brink of default. Last year 20 out of 22 LSM sectors posted declines in double digits. Now the International Monetary Fund (IMF) Stand-By Arrangement (SBA) mandates the government to curtail their deficit which can be done in two ways - by increasing revenue (through taxes) and curbing expenditure.

That is the definition of a contractionary fiscal policy (AKA budget) and an economy by definition cannot grow under such a policy orientation. With interest rates at the highest point ever, the monetary policy is also highly contractionary. How can we assume the country will grow under these policy directions?

There is a need to discard conventional economic thinking and move away from the world of isms/ists and etc. We need to take a page from Chinese handbook of economic progress the cornerstone of which is peace, stability and certainty. Once these are in place there is a dire need to take pragmatic measures to stop this negative feedback loop reach the Tipping Point from where there is no coming back.

پاکستان کو بھی انہی حالات کا سامنا تھا جو پوری دنیا کو عالمی گرانی کی صورتحال کے باعث تھا لیکن ان حالات کو صحیح لیکن سو پیاز کی طرح تلخ اقدامات لینے پی ٹی آئی کی حکومت کو آنے کے 9 مہینے بعد ہی ہٹانے کی سازشیں شروع کرنے والے محب وطنوں اور بلآخر اپریل 2022 میں جانے مانے بدکرداروں کو مسلط کرکہ مکمل برباد کردینا یہ پوری ریاست کی پالیسی تھی، اب سو پیاز اور سو جوتے بھی کھائیں اور بار بار یہی عمل دہراتے جائیں۔ اب پاکستانی دانشور اور ذہن ساز جتنی بھی تاویلیں گھڑ لیں لیکن یہ بات واضح ہے کہ پاکستان کو ملٹری کے نام پر پہلے دن سے ایسا آسیب چمٹ جکا ہے جسکا کوئی علاج نہیں۔ نمبرز، پالیسیاں اور شخصیتیں سب بے کار کی بکواس ہے۔

"We need to take a page from Chinese handbook of economic progress'. Think again. The Chinese are not doing so well either. Their economic progress lay in convincing western governments and companies to move their manufacturing to China. That narrative is shrinking fast as governments onshore their manufacturing . The supply chain issues and China's belligerence towards Taiwan is responsible for this.

A sane and concerned government would have suspended every non-development expenditure and taken emergency measures, including suspension of all perks and privileges to the public sector, and focus on how to give relief to the common people in these tough economic times. But in our country, the exact opposite and unconcerned attitude is being witnessed, this is perhaps due to the habitual attitude of the ruling class and the British Raj mentality.

Interesting! Unfortunately, not much is being written about the unnecessarily luxurious concessions extended to some segments of society. All governments bemoan electricity theft and circular debt but these phrases begin and end in closed door meetings. An honest user of electricity pays for his own bill and for those electricity thieves, WAPDA and DISCOs employees and others who are being provided electricity free of cost or at concessional rates and that too for no reason. The same holds true for PIA and Railways. This is just the tip of the iceberg. It is a sin to be honest and dutiful in this country. However, you will prosper if you do not fulfill your responsibilities towards the State. Prove me wrong if you can.

The patent needs major surgery. However, no one seems to be working on a comprehensive plan of restructuring and reforms that are urgently needed. "Business as usual" will lead to a disaster as pointed out in Ray Dalio's point 6 above. At the moment the patent is being given "Panadol". I am beginning to think that no one in government or the bureaucracy actually has the ability, or political will to tackle the numerous structural and governance reforms that are urgently required to save the county. There is now a sense of urgency at the top, but it appears that no one seems to know what to do. Like a cat caught in the headlights of a car that just freezes and stares. My strong suggestion is that the PM urgently needs to form a multisectoral team of our best experts to draw up a plan, roadmap and implementation schedule to help get us out of this mess. Limping a long, as we are now, and doing nothing, is not going to get us anywhere.

In my opinion, overall Pakistan's situation is a victory of Democratic system under Super Democratic Powers. Peoples of Pakistan including all instituitions were made corrupt as per plan since its inception and everybody else told the nation that you have all weaknesses in yourself. They implied the system for which this nation is not capable of running it and they knew that whatever they do we can easily do whatever we want. Complexity and chaos do not start from within, there must somebody from outside on whose instructions need to be followed since last 76 years. And we cannot free us out, due to which whole nation becomes affected or I say infected by this dilemma.

The inflation is runaway since the interim government took oath. It's currently rising at Rs.1 per day! Besides, there are those baseless perks and concessions that the higher executives keep enjoying shamelessly with little heed to the economic tormoil. On top of that, the neo-martial law has made life hell for those protesting for the reforms. It's high time the meltdown reached the govt's feet, and people drag the officials out of their air-conditioned rooms.

Things are getting worse and worse , but first initiative from the government must be to control the outflow and smuggling of the dollar which the mafia is merely doing for the sake of their self interest on the cost of ruining the country of population around 24 crore ... Sad but factual thing which needs to be tackle on priority basis for which our government and monetary policy makers looks helpless and showing a sign of hands up like a criminal when it is caught red handed by the police.

People want to keep shopping until midnight. The country has to import fuel to generate electricity, when it does not have the money. This contributes to rupee depreciation and inflation including rising electricity tariffs.

In other words, Pakistan Army is making sure that their bills are paid, no matter if the rest of the countrymen goes to hell. Let's face the truth, it is not the first time a Nuclear Armed country has gone down in history, except this time the country will send real S.O.S Nuclear flashes. One thing that is entirely in Pakistan's own control is to set a certain date of free and fair elections. If we cannot be certain even about the date of elections, which is entirely in Pakistan's own control, how on earth can we be certain about the factors outside Pakistan's control. No economy can ever be developed on the foundation of UNCERTAINTY, which prevails in every facet of our affairs these days. CERTAINTY and (political) STABILITY are the foundations of economic growth.

I guess the neutrals have dug a big hole for themselves, though it was meant for someone else who is behind bars now, however, sadly the neutrals and the whole country is sucked into this mess that they have made themselves. Sadly the events of the 1970's were not enough for the neutrals to realise that the real role of the armed forces is the secure the borders and not to get involved and indulge in politics. It seems its already too late as all voices from the educated and the wider society has fallen on deaf ears.

Pakistan needs another solution: stop finding military so much, make peace with india, fund education instead, and crush madrasa/TLP/extremism mindset which have been crippling Pakistani minds worse than polio cripples the body.
