Whats the use of increasing / applying sales tax when the collection machinery doesn't work efficiently. This will only increase prices and the vendor will pocket the money.

What will 13% tax-to-GDP achieve? All monies will be spent on official tours, cars, free fuel and electricity and dinners. I'm appalled! They won't cut free fuel for bureaucrats but tax baby milk!!
