The NA Standing Committee on Commerce Thursday presented a report on 'Trade Organisation Bill, 2012' in the National Assembly. Similarly, two other reports of the Standing Committees on 'The Maritime Security Agency (Amendment) Bill, 2012' and 'The Validation Bill, 2012' were presented in the Lower House of the parliament.
According to the report presented by Chairman Standing Committee on Commerce, Engineer Khurram Dastgir Khan, the committee proposed various amendments to Trade Organisation Ordinance, 2007. Some amendments are being mentioned, the amendments in Clause 3 of the Ordinance says that "(c) a women's Chamber of Commerce and Industry organised to represent the women entrepreneurs engaged in trade, industry or services in each administrative division but such a Chamber representing less than the prescribed number of women entrepreneurs shall not be granted license.
"(f) a Chamber of Small Traders organised to represent small businesses, small traders and small industry in each district, provided that they otherwise qualify to form' a chamber under this Act."
Amendments in Clause 12 shall be substituted: (1) the Federal Government shall propose to and obtain approval from the Standing Committee on Commerce in the National Assembly for a minimum, basic template of Memorandum for all trade organisations to be registered under this Act;
According to report on "The Validation bill, 2012", the order of the Supreme Court of Pakistan dated 19th June, 2012 and the notification of Election Commission are retrospective in operation in as much as both effect from 26-04-2012 from which date Yousuf Raza Gilani was disqualified as member of National Assembly and also ceased to be Prime Minister of Pakistan with effect from said date, it is, therefore, necessary that acts done, orders passed and instruments, etc, issued by the Prime Minister from 26-04-2012 to 19-06-2012 should be given protection and validity to avoid adverse consequences and legal complications.
According to report "The Maritime Security Agency (Amendment) Bill, 2012," Maritime Security Agency (MSA) is an attached department of Ministry of Defence to enforce national laws and international agreements on and under Water in the Maritime Zone of Pakistan. The draft of the bill would enable the MSA to be called as Pakistan Maritime Security Agency (PMSA). Thus, conveying/facilitating its recognition as a Law Enforcement Agency (LEA).
