A special team of the customs officials is actively working on developing a module pertaining to 'Manufacturing Bonds' under the Web-Based One Customs (WeBOC) system to automate the imports made under manufacturing bond scheme and facilitate the importers.
Sources told Business Recorder here on Tuesday that the FBR wanted to facilitate importers to implement the recommendations issued by Federal Tax Ombudsman (FTO) as confirmed by the Ministry of Law and Justice vide No 55/2009-Law FTO dated September 25, 2012. The FBR representation filed u/s 32 of the FTO Ordinance, 2000 has been disposed of by the Ministry of Law and Justice Division vide No 55/2009-Law FTO dated September 25, 2012 and categorically directed the Board to implement the recommendations of the FTO in letter and spirit and communicate the action taken to the FTO within a period of three months.
An official of the Chief Collectorate of Customs (South) Customs House Karachi told this scribe here on Tuesday that the customs department would introduce the 'Manufacturing Bonds' module into the WeBOC system to fully automate the imports under the said scheme. A committee comprising senior customs officials of Karachi is being constituted to expedite development of the said module in the WeBOC.
Details revealed that the Project Director WeBOC gave presentation about development of various modules and roll out of WeBOC to other Model Customs Collectorates (MCCs) and dry ports. Project Director WeBOC informed that the project team along with Pakistan Revenue Automation Limited (PRAL) is working actively on development of module pertaining to 'Manufacturing Bonds'. Once the requisite module and software is developed in the WeBOC system, the problem of the complainants will stand resolved to a great extent. It is further informed that particular attention was given to the issue of 'Manufacturing Bonds' in the light of recommendations of the Federal Tax Ombudsman.
Keeping in view the proceedings of meeting and earlier comments furnished to the Board in the matter by Collector, MCC (Appraisement), Collector MCC (Exports) and Project Director (WeBOC), certain proposals have been finalised by the customs authorities.
Firstly, the Project Director (WeBOC) may be asked about time required by him for developing and implementing 'Manufacturing Bond' module. The Board may accordingly request the FTO for extension in time limit. At the same time the Board may direct Project Director (WeBOC) to expedite completion of the said task. It is pertinent to mention that the Ministry of Law and Justice vide No 55/2009-Law FTO dated September 25, 2012, has directed the Board to implement the recommendations of the FTO in letter and spirit and communicate the action taken to the FTO within a period of three month. The time limit for compliance will expire on December 25, 2012.
Secondly, the Collector, MCC (Appraisement), Karachi has informed that the Collectorate has already taken administrative measures by issuing a Standing Order No 01/2012-(A) dated 13.10.2012 whereas, compliance of the last two out of four recommendations have been made. Board may intimate progress of compliance to that extent to the FTO in this regard to avoid legal complications.
Thirdly, the Collector, MCC (Exports), Karachi vide letter C.No SI/Misc/09/2009-MFG-BOND/Exp dated 30.11.2012 and Collector, MCC (Appraisement), Karachi vide above letter has dilated upon requirement of submission of PDC and bringing manufacturing bonds under WeBOC system. Therefore, for better co-ordination amongst the three formations and speedy compliance with the remaining two recommendations of the FTO, Board may like to constitute a Committee with direction to complete the assigned task expeditiously. The committee would comprise Dr Jawwad Uwais Agha, Chairman, Collector, MCC (Exports); Manzoor Hussain Memon, Member, Collector, MCC (Appraisement) and Syed Tanveer Ahmed, Member, Project Director (WeBOC). Chief Collectorate of Customs (South) agreed with the contents of the Board letter that no provision mandated by the Customs Act, 1969 can be modified at this stage, sources added.
