The Supreme Court on Wednesday reissued notices to Attorney General for Pakistan, Secretary Establishment Division and Secretary Ministry of Ports and Shipping. A two-judge bench of Justices Tassaduq Hussain Jillani and Nasirul Mulk resumed suo motu hearing on 686 illegal appointments from Grade 2 to 21 in Port Qasim Authority (PQA) by the Ports and Shipping's Minister Babar Khan Ghauri and other government officials as well as a petition of PQA's dysfunctional Secretary Abdul Jabbar Memon challenging his removal.
Appearing on notice, Abdul Jabbar Memon told the bench that despite court's order of January 31, 2011 to restrain the Chairman of PQA from making any further appointments on a contract basis till further orders, the management of the Authority had made over 250 appointments from Grade 2 to 19 in violation of court's order. He further alleged that apart from making appointments the incumbent Chairman of the Authority has been given a two-year extension.
The petitioner claimed that Mahmood Zameer Farooqi, brother-in-law of the incumbent Minister for Commerce Makhdoom Amin Fahim, a respondent in the instant petition, had been transferred from PQA and appointed as Deputy Director in Federal Investigation Agency (FIA). Memon further contended that all these developments were in violation of the court's earlier order and hence were contempt of court as well. He pleaded that his spouse is suffering from cancer; and however, she has yet to be receive treatment in spite of directives issued by the Chief Secretary Sindh.
