Despite repeated requests, Pakistan Telecommunication Authority (PTA) not only refuses to handover copies of PTCL Sale Purchase Agreement (SPA) dated June 30 and revised agreement of 2006 to Transparency International Pakistan, but has also denied having any copy of the agreement in its possession.
The memorandum of understanding (MoU) signed on December 14, between Pakistan Telecommunication Authority, Government of Pakistan and TI-Pakistan for the implementation of the "Integrity Pact" has, therefore lost its significance. Adviser, TI-Pakistan, Syed Adil Gilani, in a letter sent to the Federal Secretary, Ministry of Privatisation, Amjad Ali Khan on December 26 drawing his attention to the fact that the main purpose of the MoU was for the formation of transparent tender evaluation criteria and vetting documents, particularly to vet the 3G auction procedures and make it transparent.
Chairman PTA was requested for the copies of the agreements who informed that Ministry of Privatisation has been requested to furnish the copies. The 3G auction has been scheduled to be held in the last week of January 2012, and any delay is finalising the process of auction will cause rescheduling the auction, Gilani said. He requested the Secretary to mail the Sale Purchase Agreement SPA dated June 30 2005, the Shareholders Agreement (SHA) if any, and the revised agreement signed in 2006 to ensure whether bidders are qualified to participate in the bidding or not.
