The special committee on the law and order situation in Balochistan has recommended that all federal intelligence agencies should share information with the provincial government to curb violence and terrorism in the province The committee also recommended that the provincial government should take necessary measures to control kidnappings for ransom and highway crimes.
In this regard patrolling of police, levies must be increased, it suggested. The committee also recommended that the provincial government should take necessary measures to control sectarian violence. The provincial government should compensate the families affected by targeted killings and sectarian violence. A copy of the interim report prepared by the Committee showed that the Chief Secretary Balochistan underlined the need for initiating dialogue with all stakeholders to restore peace in the province.
All intelligence agencies working under the federal government should share information with the provincial government to counter all kind of terrorism as effective intelligence sharing was an important tool to break the linkages between banned organisations, separatists and politicians who believed in violence, the report quoted Chief Secretary as saying.
The committee also discussed the situation arising out of massive killing of Hazara community in Quetta and was informed that article 234 of the constitution was invoked which paved way for governor rule in the province on January 14, 2013 and Governor Balochistan was vested with the powers of the Chief Executive of the province. The committee was also informed that the President of Pakistan in the promulgation order had allowed the provincial assembly to perform under the Constitution.
Senator Maulana Abdul Ghafoor Haideri was quoted as saying that the ratio of street crimes such as snatchings of motorbikes, cell phones has increased in Kalat. Senator Mir Hasil Khan Bizenjo stated that to break militants and criminals gangs, intelligence network should be boosted on provincial and local levels. Militants, he said, were holding Panjgur, Awaran, Mashkay and Hoshab hostage.
He suggested that to win over militants and curb criminals, FC should deploy more troops. Criminals, he said, should not be given access to urban areas. The Chief Secretary, Balochistan admitted that there were areas where local and district administration had failed. However, provincial government had vested FC with the police powers because levies force cannot deliver as required due to non-availability of training.
Senator Kalsoom Parveen expressed concern over the law and order situation in Quetta, Hazara community, religious scholars and other settlers were being targeted because of which people had started shifting from Balochistan. She questioned the Chief Secretary, Balochistan whether any task force had been established to counter targeted killings and kidnappings for ransom and other street crimes.
