This is in response to an Editorial "Regularising contract employees" published in Business Recorder on February 07, 2013. Ironically, two entirely different issues have been confused with each other, thus wrongly alleging BISP of not abiding by the rules of Election Commission of Pakistan regarding recruitments.
It is categorically clarified that no recruitment is being carried out by the Programme in contravention of the orders issued by the Election Commission of Pakistan or otherwise. As far as the regularisation of BISP's existing employees who at present are serving in contract for many years are concerned, process in respect of their regularisation had commenced last year in June when BISP's Board promulgated BISP Employees' Service Regulations, 2012. Due diligence has been extensively conducted and spade work meticulously carried out. Through the letter by DG Admin as mentioned in the editorial, consent of the contractual employees is being sought so as to finalise the contemplated regularisation which can take few more months to get this process completed. It is not a blanket regularisation process for every employee; rather, it is linked with many conditions as it was decided last year by the BISP Board on 28th June 2012. After promulgation of BISP Employees Service Regulations, it has become legal necessity to complete the regularisation process of BISP's existing contractual employees.
However, it is made clear in most unambiguous terms that absolutely no recruitment is being carried out in BISP at all. As far as daily wagers are concerned, they are not even being considered for regularisation. We fervently hope that the aforesaid clarification has cleared the ambiguities attached with regularisation of BISP's existing employees which is being confused with outright fresh recruitments.
It is also mentioned here that BISP was towards the final stages of hiring staff when ECP announced to put a ban on new hiring. BISP, as per the regulations and spirit of the decision taken by ECP, was the first organisation to halt the process and not a single recruitment was made afterwards.
BISP has nothing to do with the politics and its alleged attachment with any political party is strongly rebuffed. It is a Programme for the poor of Pakistan working for their welfare irrespective of caste, creed, color, religions and political affiliations. Over the years, BISP has established a good repute qua merit and transparency for itself which is not only recognised within the country but also widely appreciated by the International Partners and Donor Organisations world-wide. The success of the Programme speaks volumes about its transparency and merit policy employed in its operations from hiring professionals to service delivery on ground. First time in the history of the country, innovative technology based systems have been introduced. There have been rigorous strategizing and conceptualisations of various short term and long term objectives of the Programme. This all required a team with full expertise and knowledge of the field which could not have been made possible in the presence of political considerations.
