Cost cutting or something else, Ministry of Commerce (MoC) keeps one head to run three important organisations despite availability of competent officers. Trade Development Authority of Pakistan (TDAP), Trading Corporation of Pakistan (TCP) and National Insurance Company Limited (NICL) are being headed by one officer for a long time.
Currently, Abid Javed Akbar Chief Executive of TDAP was given an additional charge of the chairman TCP and NICL. The three organisations have already been headed by Tahir Raza Naqvi last year while NICL and TDAP have also been supervised by Tariq Iqbal Puri before Naqvi.
Having the separate domain and responsibilities, the performance of these organisations under one head has been badly affected. But the Federal Minister of Commerce was apparently more satisfied with one man ruling the organisations under his ministry. "It has no rational to have one head for three major organisations as there were other officers waiting/willing to have the important slots," sources in the ministry claimed adding that the matter was based on the Minister's likes and dislikes.
The organisation like TDAP, NICL and TCP needs full-time head to run them effectively. The trade promotional activities were also being affected under the present situation as TDAP which is the only export promoting government body was also being neglected by the ministry. The affairs of the authority were also being supervised by a secretary (acting), who mostly visits the TDAP head office once a week from Islamabad where the officer has been engaged in other responsibilities of the ministry.
According to sources, an officer (director) is also performing duty simultaneously at MoC, TCP and NICL despite the fact that the same responsibilities could be performed by other existing officers in the organisations. It is worth mentioning here that TDAP is responsible for maximising exports of goods and services from Pakistan by working through the Sectoral Committees that would allow the Authority to backward integrate and help organise the supply base.
TCP set up in 1967 is a public sector trade house for exporting of agriculture and consumer goods and import of essential commodities under the specific directives of the government. NICL was incorporated in Pakistan on March 31, 2000 as an unquoted public limited company to provide insurance cover to the government/semi government organisations at economical cost, to reduce outflow of foreign exchange by reducing dependence on reinsurance abroad, to make significant contributions to public exchequer by payment of taxes and dividends, and to make prudent investments in public as well as private sector in order to obtain maximum returns.
