In a clear violation of a Sindh High Court (SHC) order, the Pakistan Central Cotton Committee (PCCC) is reluctant to process the payment of monthly emoluments as 20 percent ad-hoc relief allowance to its employees. Sources said that employees of the committee were contemplating filing a contempt of court case against the officials concerned.
The SHC had directed the PCCC to process the payment of adhoc relief allowance to employees within two weeks. But the cotton committee appears to be reluctant to do the same even after the stipulated period lapsed because of unknown reasons. The Finance Division had increased 20 percent Ad-hoc relief and enhanced the conveyance allowance in the Budget 2012-13 for all government employees, including staff working in autonomous bodies and state-run corporate entities.
On February 6 this year, the Sindh High Court had ordered the authorities concerned to pay the full amount of the relief allowance as granted by the Ministry of finance within two weeks. Sources said that the deadline had passed on February 20, and the employees were still waiting for the committee to comply with the court orders. PCCC employees had approached the High Court vide Constitutional Petition NoD-4090/2012.
Sources said that Secretary PCCC Gul Ahmed had written to the Vice-President of PCCC for his approval to release pending dues in accordance according to the SHC orders. However, they said, the vice-president of the committee had convened a meeting of governing board of PCCC in Islamabad on February 26 to discuss the matter. "The scheduled meeting was postponed. It has now been rescheduled to be held on March 5, 2013," said Ghulam Mustafa Chandio, president of the Employee Action Committee. Sources said that the PCCC was still delaying complying with court orders. Chandio accused the PCCC Vice-President of deliberately delaying the payment of dues to the employees.
