The government has budgeted foreign assistance of Rs 618.51 billion in 2013-14 including grants and loans against the Rs 418.93 billion budgeted for the current fiscal year which was later revised to Rs 287.17 billion. China is expected to be the largest single donor to Pakistan with a budgeted inflow of Rs 135.18 billion. China was budgeted to release Rs 42 billion for the current fiscal year which was revised to Rs 58.12 billion.
The government budgeted; Rs 8.2 billion from Kerry Lugar for the current year which was later revised to Rs 6.57 billion however for next fiscal year, Rs 1 billion has been budgeted. The US is also expected to release Rs 10 billion for 2013-14 while it disbursed Rs 6.9 billion in the current year. From Euro Bonds, the government had budgeted Rs 46.5 billion for the current year which was revised to zero, however for 2013-14, Rs 49.5 billion has been budgeted.
Under the head of privatisation the government has estimated Rs 79.2 billion in the budget for 2013-14 however privatisation proceeds have been almost zero for the past five years. Rumours that Pakistan Muslim League (PML-N) would be able to access loans/grants/oil at deferred payment from Saudi Arabia in contrast to the country's support during the PPP-led coalition can be laid to rest as the budget document indicates plan and non-plan inflow from Saudi Arabia estimated at Rs 1.9 billion. In the current fiscal year revised estimates indicate that an amount of Rs 5.8 billion has been disbursed by Saudi Arabia to Pakistan.
The government has budgeted Rs 98.18 billion from Asian Development Bank (ADB) for 2013-14, Rs 67.38 billion from IDB, Rs 64.59 billion from IBRD, Rs 32.25 billion from Japan, and Rs 46.68 billion from IDA. The government has also budgeted Rs 1.11 billion from Tokyo pledges for 2013-14 against the revised estimate of Rs 1.06 billion for the current year, Rs 2.46 billion from UNDP against the revised estimate of Rs 3.36 billion for 2012-13.
