National Electric Power Regulatory Authority (Nepra) on Wednesday notified 74.6 paisa per unit increase in tariff of power Distribution Companies (Discos) for April 2013 under monthly Fuel adjustment mechanism. This increase will be charged from consumers in the bills of November. Central Power Purchasing Agency (CPPA), purchased 97.41Gwh from small, captive and new power plants during 2013.
CPPA provided actual details of energy purchased from these plants. The actual fuel cost of the energy was Rs 829.563 million. For the purpose of calculating fuel charges adjustment, only fuel cost components of these plants have been considered. The tariffs of captive/ small/ new captive power plants, in respect of which Power Acquisition Requests (PARs) in process, have been allowed on provisional basis which will be subject to adjustments on the basis of tariff approved by the Authority. The regulator considered provisional application of tariffs for those power plants whose PARs have been admitted. No PARs have been admitted for Agar Textile (Pvt) Limited for its 2MW captive power plant and Hi-Tech Pipe & Engineering Industries (Pvt) Limited for its captive plant energy and its cost from these plants has not been considered. Accordingly for the instant adjustment, 94,280,553kWh and cost of Rs 775,585,052 has been considered on account of fuel cost component of energy purchased from small, captive and new captive power plants.
CPPA reported NTDC transmission losses of Rs 126.92 GWh (2.02 percent) during April 2013 which was within the allowed limit of 2.5 percent. The Authority reviewed and assessed an increase of 74.64 paisa per unit increase in the applicable tariff for Discos on account of variations in the fuel charges for the month of April 2013 as the following details reveal actual fuel charges component for April 2013 Rs 8.4306 per unit- corresponding reference fuel charges component (determined) Rs 7.6842 per unit- fuel charges variation for April (increase) Rs 0.7464 per unit.
Nepra maintains that the assessed fuel charges adjustment (increase) of Re 0.7464 per unit for April 2013 is lower by Re 0.5861 per unit than adjustment (increase) of Rs 1.3325 per unit for March 2013, therefore, effectively there will be a decrease of Re 0.5861 per unit in the bills on account of fuel charges adjustment as compared to the previous month, ie March 2013. Nepra has directed the Discos to strictly comply with the orders of the courts notwithstanding this order.
