The government has allocated Rs 4479.618 million for 92 on-going schemes of Interior Ministry and its attached departments in budget 2013-14, which was launched by the previous government. However, no allocation has been made for Rs 21 billion's safe city project Islamabad and Peshawar. The previous government had allocated Rs 5 billion for the 'safe city Islamabad project' in budget 2012-13.
The safe city project contract was approved on December 29, 2009, and included procurement of goods, equipment and services to establish a command centre and network to counter terrorism, initially in Islamabad at a total cost of Rs 21 billion. The project, referred to as Islamabad safe city project, was proposed by the Interior Ministry, and its attached department National Database Regulatory Authority (Nadra). However, the Supreme Court (SC) on August 21, 2012 declared the 'safe city project' for Islamabad and Peshawar "non-transparent, illegal and invalid".
The SC had asked National Accountability Bureau (NAB) to take legal action against the scam, which involves high-ranking government officials. Following the directives of the apex court, the NAB has started inquiry into the award of safe city project to a Chinese company by the Interior Ministry.
Out of the total allocation for ongoing projects, an amount of Rs 745.372 million has been allocated for Machine Readable Passports /Visas project- MRP/MRV (Phase-II) all over Pakistan, an amount of Rs 600 million has been allocated for provision of security infrastructure in the districts of Malakand, Swat and other areas of conflict of KP while Rs 400 million has been allocated for establishment of computer literacy centres in 12 union councils of ICT.
The government has allocated Rs 400 million for establishment of National Forensic Science Agency Islamabad. In budget 2013-14 Rs 324.452 million will be spent on purchase of electro medical equipment for FC hospital at Quetta, Rs 300 will be spent on procurement/installation of non-intrusive vehicles X-Ray inspection system and Rs 421 million is earmarked for the construction of accommodation for Sui Rifles of FC Balochistan.
