Sindh Government would present provincial budget 2013-14 on Monday in Sindh Assembly. Adviser to Chief Minister Sindh on Finance, Syed Murad Ali Shah, would present the provincial budget. All MPAs of the ruling Pakistan People's Party Parliamentarians (PPPP) have been asked to ensure their participation in the budget session.
During the session, Sindh Chief Minister Syed Qaim Ali Shah would also address the house about the budget and future strategy of provincial government. Before budget presentation, Qaim Ali Shah will chair the meeting of provincial cabinet, which will approve the budget document, sources said.
Sources claimed that finance department had not yet finalized the total outlay of budget and it would be finalized on Monday morning. They claimed that around Rs 650 billion outlay would be fixed in the cabinet meeting.
Sources said that initially 10 percent increase in salaries of government employees was proposed but few cabinet members were pressurizing the chief minister for 15 percent increase so the matter would be finalized in cabinet's meeting.
The finance department has incorporated new taxes including increase in rate of sales tax on few services. Final decision regarding the matter will also be taken in Monday's (today) meeting.
The chief minister has approved Rs165 billion ADP 2013-14 which is part of provincial budget.
According to the details available in summary of ADP obtained by Business Recorder: Rs 20.1 billion has been allocated for Thar Coal, Rs 8.60 billion for MPAs priority programme and Rs20 billion for District Government Development Programme (DGDP).
A total of 2462 schemes have been included in ADP 2013-14, out of which 1363 are old schemes while 1099 schemes are new development schemes of various sectors.
An amount of Rs 11.68 billion has been allocated for Energy Development department, Rs 2 billion for provision of electricity and gas to the villages, Rs 6.16 billion for Agriculture department, Rs 6500 million for Antiquities Department, Rs37 billion for Zakat and Ushr department, Rs4.40 billion for development schemes of Board of Revenue, Rs 1.35 billion for Culture department, Rs 3800 million for Environment and Alternative energy department, Rs 240 million for Excise and Taxation department, Rs 60 million for finance department, Rs 7. 30 billion for special initiatives department, Rs 5 million for a development scheme of chief minister's secretariat, Rs 500 million for food department, Rs 840 for forest department, Rs 100.10 million for wildlife department, Rs 100 million for two schemes of Governor house/secretariat, Rs 1.5 billion for home department, Rs 180.8 million for Prison department, Rs 170 million for industries department, Rs 330 million for information and archives department, Rs 1.4 billion for Information Technology department, Rs 120 million for labour department, Rs 720 million for human rights and prosecution departments, Rs 2.38 billion for livestock and fisheries department, Rs380 million for Mines an Mineral development department, Rs720 million for Minorities Affairs department, Rs1.12 billion for Population Welfare department, Rs4.15 billion for Health Engineering department, Rs500 million for Rehabilitation Department, Rs870 million for Rural Development department, Rs1.22 billion for Sindh Assembly schemes, Rs3.30 billion for Sindh Board of Investment, Rs660 million for Sindh Revenue Board (SRB), Rs590 million for Tourism Department, Rs13.53 billion for Works and Services department and others.
Sindh Government has included allocations of more than Rs 7 billion for development packages of Karachi, Sukkur, Hyderabad, Larkana, Benazirabad, Thatta and Mirpurkhas in the head of local government department.
