The Pakistan Tehrik-e-Insaf-led coalition government in Khyber Pakhtunkhwa has allocated Rs 22.807 billion for the health sector, showing an increase of 121 percent in the budget. According to budget document showed that the provincial department of health would get huge chunk of amount in the fiscal budgetary allocation for next financial years, with keeping maximum focus completion of ongoing schemes and prevention of communicable diseases in the sector.
Of the total allocation for the sector, a sum of Rs 7575.100 million has been allocated for 73 ongoing and 16 new schemes in the health sector, while more that 20 projects were completed during the current financial year. The most of budgetary allocation has made to keep main emphasis on completion of ongoing infrastructure, human capital development and effective monitoring.
At the same time maternal and child health care and prevention of communicable diseases have been the priority areas. In KP province, the primary care health services are provided through 89 RHCs, 781 BHUs and more than 150 other Primary Health Centres. The Secondary Health care is provided through 121 hospitals besides which there are 8 teaching/tertiary hospitals in the province. The total number of beds in hospital in the province is 12,568.
The budget document said that a target has been set to enhance the coverage of outreach primary health care services 55 percent to 80 within next three years, while also ensure minimum health services at primary health care level, a new initiative, with donors support, Integration of Vertical Programmes project will be launched with a cost of Rs 17 billion. Other main targets in the sector, which were included free-treatment of more than 36000 TB patients under TB control programme, free-medical treatment to more than 800 cancer patients, improvement infrastructure and standardisation of two DHQ hospitals Kohistan and Hangu, Construction of Accident and Emergency Department in DHQ Hospital Kohat, Mardan D I Khan, Establishment of 16 new BHUs.
Under Social Health Protection scheme, a package of free health services will be provided to the poorest of the poor in four selected districts through insurance scheme. The construction of paramedical staff hostel at LRH, Peshawar would be completed in the next financial year.
A sum of Rs 500 million has been allocated for initiation of health insurance scheme in the budget. Similarly, Rs 25 million also earmarked for free-treatment of diabetes patients under the special initiative. Rs 300 million has been provided, which would be utilised in more than 10 districts of province, prevention of fertility rate of new-born child and mother. A special immunisation course would be introduced for prevention of children fertility ratio, for this Rs 200 million has been allocated in the budget.
The KP government has earmarked Rs 1 billion for up-gradation of wards at the district headquarters hospitals. Other targets in the health sectors, which would achieve in the health sector, were included restructuring of Health Department in light of the recently approved functions of health department in the provincial rules of business in the aftermath of 18th constitutional Amendment and Local Government Act, 2012, strict adherence to the tenure policy, establishment of appropriate procurement cell (human resource having appropriate skills, merit-based policy for filling of positions, strengthening of hospital autonomy with special focus on its Act, Rules and Regulations in light of the recommendations of the evaluation study conducted by a team of international experts, strengthening of Health Regulatory Authority, introduction of public-private policy framework and institutional arrangement for contract management.
