Execution of uplift projects: Khyber Pakhtunkhwa government to introduce private consultancy system
Pakistan Tehrik-e-Insaf (PTI) led provincial government of Khyber Pakhtunkhwa has decided the introduction of private consultancy system to execute all development projects of engineering related departments through private sector consultants of international standard in the province.
The decision was taken at a meeting held with Chief Minister Pervez Khattak in the chair. The meeting was attended by provincial senior minister for irrigation, Sikandar Sherpao, minister for communication and works Yousaf Ayub, minister for local government Inayat Ullah, minister for public health engineering, Shah Farman and the administrative secretaries of departments concerned.
This system aims at ensuring the quality of work of the developmental projects by eliminating the culture of giving and taking commission in various process such as provision of tender documents, approval of bids/tenders, administrative approval, issuance of technical sanctions, approval of bills, and issuance of cheques etc the chief minister directed the authorities concerned to finalise all the administrative and legal formalities to put in place the private consultancy system within one month period so that the developmental projects of the new annual developmental programme could be started under the consultancy system. He issued these directives while chairing a meeting of the working committee constituted to formulate a strategy to eliminate corruption and commission culture in the government departments related to construction and engineering.
He directed the administrative secretaries of all the engineering departments of the provincial government including communication and works, public health engineering, irrigation and local government to have vigilant eye on corrupt elements in their respective departments and to compile a list of such elements who are known to be involved in taking commission and other corrupt practices so that action could be initiated against them.
He also directed the authorities to devise a monitoring mechanism to ensure the quality of work and to minimise the chances of corruption in the ongoing development schemes. Addressing the participants of the meeting the chief minister said that he would never tolerate corrupt elements in government departments adding that the departments would be cleaned of such corrupt elements at every cost; and he is ready to go to the extreme in this regard. Khattak also directed the administrative secretaries of all departments to set up complaint cells in their respective departments within one week to receive and redress the complaints of public and to connect those cells with the complaint cell already set up at chief minister secretariat. It was decided in the meeting that the particulars such as name, CNIC numbers and contact number of those who register complaints in these cells would be obtained; and if a complaint regarding any corruption or embezzlement is proved, the complainant will be rewarded.
In his address the chief minister said that was the policy guideline given by the Imran Khan there would be a proper mechanism of posting and transfer of government employees, no wrong will be done to any employee, they will be provided all types of protection, no posting or transfer will be made on the wish of any elected representative, but those officials who found to be involved in corruption and other malpractices will be dealt with iron hands; Khattak warned. The participants of the meeting were given detailed briefing on various aspects of the said consultancy system and a number of important decisions were taken to this effect.
