The executive committee of Pakistan Central Cotton Committee (PCCC) did not approve the budget of the committee for the year 2013-2014 after detecting anomalies in the budget draft, sources told Business Recorder on Friday. Sources said that executive committee of PCCC comprising its Vice-President, secretary, cotton commissioner, a representative of APTMA and others met on July 9 in Islamabad to approve the budget for financial year 2013-2014. But the budget was sent back to the budget department for removing the anomalies, they added.
It has also been learnt that financial transactions have been put on hold at PCCC for last one year, as the budget for last financial year 2012-13 has not yet been approved due to negligence of concerned authorities. Sources claimed that former Vice-President of the PCCC, Shahzad Ali Khan, did not took interest in getting the budget 2012-13 approved from the Ministry of Commerce despite proposals sent to the ministry concerned by the central office of PCCC.
The budget department of the PCCC had prepared budget for the year 2012-2014 and sent to the authorities concerned for approval. They said that budget proposals were discussed at the executive committee's meeting on July 9 meeting where some of the members raised objections and sent back it to the budget department for removing the anomalies. Sources said that fuel supply for the vehicles of PCCC had also been stopped due to non-payment of dues to the suppliers. They said that conspiracies were being hatched to shut down the PCCC, adding that employees of Lahore and Multan institutes have not been paid salaries for last month.
An official at Finance Department of PCCC told this correspondent that executive committee had raised objections over the expenditures made during last three years without getting budget for these years approved. He said that budget department would review objections of executive committee and resend it to the general body meeting for approval.
"We have been making expenditures for last three years without approval of the budget which prompted the budget department to incorporate these expenditures in the current financial year's budget," he said. He informed that arrears of 20 percent adhoc allowance had also been incorporated in liabilities head. He said that vice president of the PCCC was due to visit head office on Monday for discussing the objections raised by executive committee.
