Auditor General of Pakistan Buland Akhtar Rana while talking to the members of executive committee of Multan Chamber of Commerce and Industry (MCCI) chaired by Khawaja Muhammad Usman said, "We have helped in recovery of Rs 30 to Rs 35 billion which was misused or misappropriated in different departments, but no action was taken against the responsible people because there was no culture of accountability in Pakistan."
Rana said that bad governance was the main hurdle in the progress, prosperity and development. Now we are behind the developing countries in spite of all resources, he maintained.
AGP said, "We have submitted our audit report of five-year of PPP to the president but it was neither discussed in the Parliament nor by the Public Accounts Committee. Even no action was taken on the report of Pervez Musharraf era and these reports were shelved."
He said that rulers were acting upon the policy of "I love you, you love me," I put cover on my predecessors; you hide my financial irregularities and wrong doings. He emphasised that timely accountability of public funds by the public representatives had not started as a result appropriate action and rectification where required, could not be taken. "We submit our report as a national "Mohtasib" but these reports are treated as some pieces of papers and these were shelved after packing in envelopes.
The Auditor General dilated upon the duties and functions of the Institution of Auditor General of Pakistan in the light of the Constitution of Pakistan. He said that the institution of Auditor General was helping in bringing down the incident of corruption in the country.
The MCCI members also asked questions about the audit processes and the areas where the institution could check the corruption and financial irregularities. He also emphasized the need for introducing processes in allocation and spending of funds which would lead to prevention/curtailment of corruption in the country. He said the government should ensure across-the-board and transparent accountability, "keeping in view its hairline difference with political victimisation".
