Senate Standing Committee on Cabinet Secretariat and Capital Administration on Wednesday welcomed the appointment of Managing Director (MD) Pakistan International Airline (PIA) on the recommendations of the committee. The committee, which met with Senator Kalsoom Parveen in the chair, was of the view that there is need to improve the performance of state-owned entities, adding that these are national assents and people working in them are public servants.
The committee further suggested that only skilled and eligible people should be appointed in the government' departments and measures should be taken to discourage political pressure for resisting such appointments. During the meeting, Abdul Rauf Chaudhry, chairman of the commission for the appointment of higher rank officers, informed the committee that the commission has appointed officers in as many as 58 government and semi-government departments. The committee was further informed that the commission has also shortlisted candidate for different slots in PTA while appointment process of member Finance and member Technical PTA has been completed.
The committee was told that appointment process of chairman Ogra, Nepra and Pemra should be made transparent and they would be appointed only on merit basis. Secretary Establishment Division, Shahid Rashid said that the central selection Board has approved the promotion of grade 20 officers in different government departments.
The committee was told that a total of 601 officers were promoted while only 81 officers of Pakistan Administrative Services (PAS) were demoted. The committee members were of the view that Law and Justice Division of Pakistan failed to submit appropriate reply in the Supreme Court of Pakistan regarding the demotion of as many as 81goverenment officers on the directive of Apex Court, proving the eligibility criteria of the Law division. The Committee issued directives that Secretary Law Division should appear before the committee in the next meeting along with details of appeal prepared about the demotion of the officers.
