All terminals - KICT, PICT and QICT are unable to implement the directives made by the Ministry of Port and Shipping regarding demurrage waiver. According to Faisal Mushtaq, General Secretary Karachi Customs Agents Association (KCAA), the Ministry of Port and Shipping had issued orders for demurrage waiver levied, following the transporters' strike from November 7 to 17. However, all terminals - KICT, PICT and QICT are unable to implement the said directives.
He said that association contacted all terminals and in response they had conveyed that port authority charged them Handling Marshalling and Storage (HMS) charges, but until now no formal reduction in HMS charges were being offered due to which the demurrage waiver were also not being implemented. It is pertained to mention that since 70 percent of the cargo moved through those three terminals in form of FCL containers and in absence of any clear policy the orders by authority, Ministry of Ports and Shipping vide letter no 1(102013-secy(P&R) dated November 20, 2013 for port demurrage waiver is not affected.-PR
