Power sector receivables have increased approximately by 17 per cent from Rs 411 billion in June 2013 to Rs 480.7 billion as on December 30, 2013 from both the public and private sector consumers. Official documents available with Business Recorder revealed that receivables against federal government departments were Rs 0.655 billion as on June 30, 2013. Discos sent bills of Rs 6.176 billion to them from July 2013 to December 2013, of which collection was Rs 5.407 billion, showing a Rs 1.424 billion lesser collection as compared to the billing.
The amount of receivables against local bodies including Cantonment Boards under federal government were of Rs 2.305 billion as on June 30, 2013. Local bodies were sent electricity bills of Rs 2.395 billion during the first six month of current fiscal year of which they paid Rs 1.999 billion, which indicates that collection was Rs 2.701 billion lesser than the billed amount.
Total receivables against autonomous bodies of federal government were Rs 1.289 billion as on June 30, 2013. Discos billed Rs 3.419 billion from July to December 2013, of which they paid Rs 3.225 billion. Outstanding receivables against federal government''s autonomous bodies were worth Rs 1.483 billion as of December 2013. According to documents, receivables against Defence which included GHQ and Inter Services Intelligence (ISI) were Rs -0.753 billion as on June 30, 2013. Discos billed Defence with Rs 7.788 billion during the first half of current fiscal year, of which Rs 5.838 billion were paid. Defence is yet to pay Rs 1.197 billion.
Water and Power Ministry which preaches provincial government and federal government departments to pay their current bills and outstanding receivables, is also defaulter of Rs 1.371 billion. Power Ministry is also a defaulter of Rs 1.371 billion as on December 2013.
An analysis of official documents reveals that total receivables against federal government and its attached departments/ organisations stood at Rs 8.176 billion till December 2013, against Rs 4.595 billion as of June 30, 2013, showing a 78 percent increase. Total amount of receivables against AJ&K were of Rs 31.486 billion as on December 30, 2013 as compared to Rs 24.011 billion on June 30, 2013. AJ&K government has refused to pay the recently notified tariff of Rs 16.67 per unit on the plea that the determination of National Electric Power Regulatory Authority (Nepra) is not applicable on AJ&K.
Receivables against Punjab stood at Rs 6.016 billion, Khyber Pakhtunkhawa (KPK) at Rs 20.125 billion, Sindh Rs 51.254 billion and Balochistan Rs 4.487 billion as of December 2013, the sum total of which is Rs 81.882 billion. Receivables against provinces stood at Rs 74 billion as on June 2013. This implies receivables against provinces have increased by 18.5 per cent.
The amount of receivables against agriculture tube wells in Balochistan stood at Rs 4 billion during the first six months of current fiscal year against Rs 0.140 billion, showing an increase of 2757 per cent The documents further disclosed that total receivables against the private sector stood at Rs 325.184 billion as on December 2013 as compared to Rs 281.503 billion on June 30, 2013. Statistics indicates a 15 percent surge in receivables against the private sector.
The amount of receivables against Karachi Electric Supply Company (K-Electric) has increased by 27 per cent from Rs 26.755 billion as on June 30, 2013 to Rs 33.962 billion till December 2013. Receivables against Independent Power Producers (IPPs) stood at Rs 0.010 billion as on December 30, 2013 against Rs 0.149 billion on June 30, 2013.
