Muttahida Qaumi Movement (MQM) on Thursday submitted an adjournment motion to Senate secretariat for a debate on the bomb blast in fruit and vegetable market Islamabad that killed 24 innocent people and injured 116 others. The bomb exploded on Wednesday morning in fruit and vegetable market of the federal capital of Pakistan.
The MQM has also submitted a calling attention notice against the Secretary BISP on the assumption of his post in BISP has made the payment of Rs 2.6 million to an NGO owned by a US national without approval of the Scrutiny Committee just a few days after assuming office, as he is required to do under rules.
Senator Colonel Syed Tahir Hussain Mashhadi (Retd) has submitted an adjournment motion and a calling attention notice to the Senate Secretariat. Colonel Tahir Mashhadi (Retd) said while talking to Business Recorder that bomb blast in fruit and vegetable market was serious security lapse of law enforcement agencies and termed it failure of Pakistan Muslim League-Nawaz (PMl-N) government.
According to calling attention notice, "I wish to call the attention of the Honourable Minister for Cabinet Secretariat to explain how a powerful District Management Group (DMG) officer was sacked twice by the Punjab Government for dismal performance and negligence was posted in the multibillion rupees organisation, Benazir Income Support Programme (BISP). The Secretary BISP on assumption of his post has made payment of Rs 2.6 million to an NGO owned by a US national without the approval of the Scrutiny Committee just a few days after assuming office, as he is required to do under rules. He is reported to have else removed on honest internal audit or without permission of the Chairman by using his contacts.
The BISP is a very important organisation which is a provider of financial assistance to the poor meek and deserving masses of Pakistan and can be said to be the only government organisation which gives something of a relief to the suffering people. It is most obvious that this multi-billions rupees organisation should be having a senior grade-21 or 22 officer as a Secretary. How and why has a junior grade 20 officer been posted to such an important post.
Will the minister satisfy this honourable house and the people of Pakistan why such a junior and obviously unsuitable officer has been posted to this important post and such controversial postings are done which are widely reported in the media and are cause of grave concern.
