Director General (DG) National Accountability Bureau (NAB) Khyber Pakhtunkhwa, Shahzad Saleem has said that the pinpointing loopholes in our public procurement system by outsiders is a matter of great concern for them. This is our country, our motherland; we must be the initiators to make our house in order instead of waiting for others.
He expressed these views while addressing one-day workshop on Khyber Pakhtunkhwa Procurement of Goods, Works and Services Rules, 2014 at NAB Khyber Pakhtunkhwa on Thursday.
Senior officers/officials of Provincial Govt Departments dealing with procurement in their departments attended the workshop. He further informed that NAB mandate is not only to arrest accused persons but also to educate them for avoiding arrest/loss to government exchequer. He said credit goes to Khyber Pakhtunkhwa Government for establishing Public Procurement Regulatory Authority (PPRA) and notifying new Khyber Pakhtunkhwa Goods, Works and Services Rules, 2014.
He expressed the hope if implemented in letter and spirit these rules will definitely help bringing transparency in the Public Procurement System. He said that various complaints have been received in this Bureau regarding violation of procurement rules and a need was felt to arrange a workshop to educate the officers on procurement procedure. It has been observed that procurement rules were mostly violated due to lack of proper knowledge, expertise about procurement rules and procedure.
Director General in his introductory remarks also informed the participants about malpractices committed by authorities during procurement process. These include incurrence of expenditure at the end of financial year ie May and June, thus violating procurement procedure on the pretext of urgency of matter, lapse of funds famous "Mantra", improve preparation of feasibility reports of mega projects, preparation of documents in a way to favour certain blue eyed contractors etc.
On this occasion NAB expert on procurement related issue delivered a detailed Presentation on new Khyber Pakhtunkhwa PPRA Rules, 2014. The presentation was followed by questions / answers session.
It merit to mention here that these trainees from various departments of the government of Khyber Pakhtunkhwa will act as a master trainers in this respective departments to train and educate officers/officials of their department and subordinate tiers in order to ensure transparency and fair-play at all levels.
