The Auditor General of Pakistan (AGP) in its report on the Accounts of District governments for financial year 2011-12 has recommended inquiry and fixing responsibility into an amount of Rs 983.173 million on persons at fault under intimation to audit.
City District Government Peshawar in violation of Section 14(1-b) & (3) of the Auditor General's Functions, Powers and Terms and Conditions of Services) Ordinance, 2001 despite repeated written requests failed to provide record of an expenditure of Rs 400.33 million incurred on developmental schemes during 2011-12. The audit observed that non production of record occurred due to non-compliance of government rules, which resulted in non-verification of record.
Similarly, district government Tank could not presented the record of tender documents, agreements and contractors of various contracts pertaining to restoration of flood damages and construction of Suheli Bridge for Rs 278 million. Request for the convening of Departmental Accounts Committee (DAC) meeting was made on 30.11.2012.But till finalisation of report it was not convened.
Furthermore, districts governments of Hangu and Karak failed in provision of record of Rs 120.58 million and Rs 120.352 million respectively.
District Co-ordination Officer (DCO), Hangu paid Rs 120.58 million against various developmental schemes during 2011-12. But despite repeated requests the relevant record was produced to audit for verification.
Similarly, district government failed in furnishing the record of the expenditure of Rs 79.999 million, Rs 39.153 million and Rs 1.200 million respectively. The amount of Rs 79.999 million was paid by DCO, Karak to contractors on account of execution of development schemes including installation of 116 pressure pumps, supply and fixing of PVC Pipeline and installation of 11 tube wells through TMA Takhte Nasrati under PWP-II during 2011-12. But despite repeated requests the relevant record was not produced to audit.
In second case Executive Health Officer (EDO) Health, Karak released funds amounting to Rs 39.153 million to PPHI for basic health units during 2011-12. But, the relevant record was not produced to the audit and the expenditure remained unverified.
In third case Executive Engineer (XEN) Public Health Engineering (PHE), Karak paid Rs 1.200 million for works "feasibility study implementation sanitation Scheme Bogara" and Tapi Algada under provincial ADP during 2010-11. But, NIT, comparative statement, administrative approval, agreement, survey reports etc were not produced for audit scrutiny.
District government Mardan in production of the record of Rs 76.557 million paid collectively by the offices of Medical Superintendent, EDO health, EXN PHE and DCO. But despite repeated request none of the office compliant to it.
Similarly, district government Kohat also failed in production of the record of the expenditure of Rs 67.92 million in two cases to audit. Similarly, EDO Health, Kohat also failed to produce record of expenditure amounting to Rs 9.340 million.
Furthermore, district governments of Swabi, Shangla, Torghar, Nowshera, Malakand, Abbottabad, Charsadda, Chitral and Kohat failed to present the documentary record for expenditure of Rs 9.49 million, Rs 8.47 million, Rs 25.592 million, Rs 46.267 million, Rs 39.182 million, Rs 23.262 million, Rs 22.799 million and Rs 10.943 million respectively.
