ADP 2014-15: adequate allocation for Khyber Pakhtunkhwa southern districts demanded
While expressing concern over meagre share for southern districts of Khyber Pakhtunkhwa in the provincial Annual Development Programme (ADP) for fiscal year 2014-15, representative of civil society organisation demanded the provincial government to make budgetary allocations for the southern districts as per resources distribution formula on pattern of NFC Award.
Speaking at a news conference at Peshawar Press Club on Monday, Rashada Dohad, Programme Director from Umar Asghar Khan Foundation (UAKF), a civil society organisation said PTI-led provincial government had made insufficient budgetary allocations in seven southern districts, including Kohat, Karak, Bannu, Hangu, Lakki Marwat, Tank and D I Khan under its ADP for fiscal year 2014-15. She said that a proportion of Rs 4.2 billion has allocated for southern districts, which is three percent share of the total Rs 139.4 billion under ADP.
She further said that KP government had also failed to devise any mechanism for distribution of resources on pattern of NFC Award in the province. According to NFC Award, she said that a total share of southern districts is about 21 percent, according to which Rs 24.7 billion must be allocated for the seven districts of KP.
She said the KP government has been propagating about Tameer-e-School Programme in the budget, however, the provincial government had failed to achieve 100 percent target under previous universal primary education programme in the province, she added. She suggested that funding for southern districts should be made by following NFC Award, in order to get 21 percent of funds, out of the total allocations under ADP 2014-15.
