Chief Minister of Khyber-Pakhtunkhwa Pervez Khattak rejects the package of the provision of Rs 7,000 per family to the displaced persons (IDPs) from North Waziristan and Rs 5,000 under head of rent as insufficient and demanded maximum increase in it.
Speaking on the floor of the KP Assembly here on Wednesday, he announced the launching of Ramazan Package for the displaced families of North Waziristan. He said under the package the provincial government will distribute a fund of Rs 5,000 per family and another amount of Rs 3,000 under head of rent to IDPs living outside the camps.
He said IDPs are from Federally Administered Tribal Areas and provision of relief to them is the responsibility of Federal Government, adding the provincial government commits no negligence in its facilitation.
He said Provincial Minister Ali Amin Gandapore has been appointed as focal person for the provision of relief to the persons affected by the operation. He also asked the opposition to visit the office of Commissioner Bannu and collect details regarding provision of relief goods and hospitality to IDPs.
Regarding the resolution of the growing problem of unemployment in the province, he said the provincial government has decided the utilisation of the surplus natural gas for generating electricity and its provision to industries on subsidised rate to resolve the problem of unemployment in the province.
He said due to law and order and terrorism investment has become infeasible in the province and all industrial units are closed. However, he said they search out a solution for it.
Under that solution, he said some of the surplus gas would be used in industrial sector while the remaining would be utilised for generating 300 megawatt electricity to all industrial estates of the province. He was hopeful that an agreement with Federal Government in this regard would be signed in the current month.
The Chief Minister said they have changed the style of ruling, cut down the expenses and adopted simple life. He mentioned the establishment of the RTI Commission, Public Procurement Authority and Revenue Authority as big achievements of the provincial government.
Similarly, he said the abolition of political interference has improved the performance of police and police station related complaints' registration has been declined. He said he is sincere in bringing change in Thana culture and sought the co-operation of legislators in this regard.
The Chief Minister said the provincial government announced a poor-friendly budget and has allocated an amount of Rs Seven billion for provision of subsidised flour and ghee to over four million poor and deserving families. He said for industrial development the government continues long-term loan; and good projects are being supported through the Bank of Khyber.
The Chief Minister said a Mass Transit Project has also been planned for Peshawar and trying to complete it with minimum budget. In one plan they are making efforts for the use of the railway track and the second is the utilisation of GT Road, he added.
He said negotiations for signing agreement with Pakistan Railways in this regard are continued, saying the government wanted to start work on at least of these projects. In this connection, he said a briefing will also be arranged for the parliamentary leaders of the opposition parties. He said the feasibility of the project would be completed within a period of one month.
He said a huge amount of Rs 29 billion has been allocated for Clean and Green Peshawar Plan, adding that cleanliness and provision of clean drinking water are largest problems. He said that the contract of sanitation in Peshawar will be awarded by September 15, 2014, and then people themselves will witness the difference.
He said an amount of two billion rupees has been allocated to acquire land for Malakand Expressway. The 84-kilometer long new road will directly link Karnal Sher Interchange with Chakdara. The Expressway, he said, would be constructed on BOT basis. Similarly, he said funds are also allocated for Abbottabad bypass.
The CM said education and health are the top priorities of the government, adding for education a huge amount of Rs 111 billion has been allocated which is 27.4 percent of the total budget. He said three billion rupees will be spent on the provision of furniture to schools. He announced the bifurcation of management and teaching cadre in health department, saying necessary legislation in this regard would be made within a period of one month.
