Spot cash basis bids for hard red winter wheat were steady on Thursday, dealers said. Rains have slowed harvest in top US winter wheat producer Kansas. Thanks to the recent rains, drought conditions are easing in the key growing states of Kansas, Oklahoma and Texas, according to the Drought Monitor report issued Thursday by a consortium of federal and state climatologists. Though the rains are too late to improve this year's production, they are needed to help recharge soil moisture ahead of fall planting.
